An intervention that has been awaited since 2006, which can now be carried out. In today's session, the Council approved the resolution on the structural and social redevelopment interventions of the Sant'Elia neighborhood in Cagliari, upon proposal of the Councilor for Public Works Antonio Piu. The works include the reconstruction of the water and sewer networks and the execution of the first planning level of the urban regeneration interventions by the Municipality. "Thanks to a synergic work between the Region, Area and Municipality of Cagliari we have given a boost to this intervention that has been awaited for over ten years", explains Councilor Piu . «We sat around a table since July, with a series of meetings, to arrive at this step that effectively unblocks the impasse relating to Phase I of the 2014 Program Agreement which encountered numerous difficulties, as it provided that the execution of the interventions was subordinate to the preliminary transfer, by the Municipality of Cagliari in favor of the Area, of the ownership of the areas of the building site and of the appurtenance of the buildings of the Sant'Elia neighborhood».

Since the agreement between the Municipality and Area on the subdivision of the areas and their transfer of ownership had not been finalized, the basis for starting the implementation of the interventions was missing. With this resolution, Area transfers to the Municipality of Cagliari the executive design of the intervention on the water-sewerage network , framed among the urban redevelopment interventions of the neighborhood, so that the Municipality can implement this intervention within the broader urban regeneration plan financed by the Pnrr. In the meetings scheduled by the regional department, the will of the Municipality of Cagliari to carry out urban interventions financed by the Pnrr emerged, which concern the redevelopment of the areas around the buildings through the reconstruction of the underground services, sewerage, water and public lighting systems, rationalization of the areas intended for parking, roads, public greenery and socialization with the creation of equipped spaces.

"The municipal administration considers the urban regeneration intervention of the Sant'Elia neighborhood to be a priority", add Anna Puddu, municipal councilor for Health and well-being of citizens, and Matteo Lecis Cocco Ortu, municipal councilor for Urban Planning. " The intervention, expected since 2006, never implemented, with respect to a neighborhood that suffers from a profound marginalization linked to the prevalence of public housing and the absence of essential services to guarantee a good quality of life for the inhabitants . A path of full urban and social integration of the neighborhood in the city, through challenging and radical choices to be developed together, the Municipality and the Region. The approved resolution represents a great opportunity for redevelopment for Sant'Elia, of the common spaces and public spaces with the provision of services and infrastructures, also for the purposes of the economic development of the neighborhood".

The resolution also establishes that a portion of the resources allocated to Area for the implementation of Phase I interventions in the Sant'Elia neighborhood will be allocated, for 317,200 euros, to the Municipality of Cagliari for the implementation of the first level of planning of the intervention, as they are not included among the expenses eligible by the PNRR. "This is another sign," concludes Piu, "of how, since my inauguration, the issue of public housing and the related quality of living has been at the top of the commitment of my department which, in addition to the first 72 million allocated for the maintenance of Area housing throughout the region, carefully looks at individual situations just like this resolution which unblocks a long-standing situation that has been at a standstill for almost two decades ."
