It wasn't hard to predict, but now it's official: the proposal by the Municipality of Bosa to establish a single school center has created a deep rift among the mayors of the Union of Municipalities of Planargia .

The Bosa City Council's resolution, which aims to unify all levels of education—from preschool to secondary school—has sparked intense institutional debate, culminating in a meeting convened to examine the resolution in its entirety.

The Union's president, Giovanni Antonio Zucca, clarified the position of the assembly, which included the municipalities of Scano Montiferro and Sennariolo, which, although not members of the Union, have schools within the Bosa Comprehensive School. "The Bosa proposal does not comply with regional guidelines, which allow for the establishment of comprehensive schools only in marginal and isolated areas. Planargia does not fall within this definition. Furthermore, a single center would penalize the quality of the educational offering, making it difficult to manage the teaching of schools located in non-neighboring municipalities, with very different needs."

Among the critical issues highlighted is the need to safeguard the autonomy of the "GA Pischedda" Higher Education Institute , which offers seven study programs and requires specific management skills. The elimination of school autonomy, according to the Union, would lead to "educational desertification" and the loss of numerous jobs, including managers, ATA staff, and teachers.

The majority of the municipalities present—Flussio, Modolo, Suni, Tresnuraghes, Sagama, Scano di Montiferro, and Sennariolo—opposed the establishment of a single center and favored maintaining the two school autonomies. The municipalities of Montresta and Tinnura abstained, while Bosa and Magomadas confirmed their support for the proposal.

The assembly resolved to invite the Municipality of Bosa to revoke the resolution, which it deemed unsupported by local institutions, and to forward the measure to the President of the Province of Oristano and the provincial councilors so that they can take the Union's position into account during the Provincial Conference on the school size plan.

Bosa Mayor Alfonso Marras took a firm stance in defending the proposal: "I presented the proposal to establish a single school center to the Assembly of Municipalities," Marras emphasized, "where I reiterated that this solution was formulated following in-depth discussions with those directly involved, as well as with the Regional School Office and the Regional Department of Education. The single center does not weaken, but rather strengthens, school autonomy, as it guarantees continuity in planning and certainty for students and teachers regarding their educational path. These are aspects that have long been an unknown factor in Bosa's schools, precisely because the current differentiated organizations and constant turnover in management roles offer no guarantee of uniform planning and a continuous educational path."

Marras also rejected accusations of school closures and job losses. "The creation of a single hub would also be beneficial for job and salary guarantees for school staff, and it would be an additional weapon against depopulation, offering young people a secure educational path without forcing them to leave home. The resolution says things that are absolutely untrue, such as the closure of schools and the loss of jobs. Bosa is moving forward and will never withdraw the resolution because we are convinced of its validity and the goals it represents. The opposition is only for ideological and political reasons, not the content, which no one is talking about."

President Zucca announced, however, that in the next few days the municipal councils opposed to the Bosa resolution will be convened for a plenary vote.
