A large array of police forces, only routes agreed by the organizers with the police headquarters, and firmness in case of detours or violence. Possibly also ordinances for the obligation of masks to the processions and the presence of stewards.
The model is outlined for future demonstrations, to guarantee the right to demonstrate without allowing riots and after the anger expressed in many cities by traders and managers of other activities for the protests against the obligation of green passes that paralyze urban centers every Saturday and not only that, with obvious damage to the economy and health risks.

Events "difficult to understand, not to say to the limit of the unjustifiable", according to the coordinator of the CTS, Franco Locatelli.

After the success of the security system of the G20 in Rome which provided for these limitations, the Minister of the Interior Luciana Lamorgese dictates the line to prefects and quaestors.

The model applied is the "Maroni" model, that is the one that still proved successful in 2009, when the Minister of the Interior was Roberto Maroni and Italy was marked by daily demonstrations by students.

In general, the strategy envisages "limiting access to some particularly sensitive areas for social, cultural or religious reasons or which are characterized by a significant influx of people or in areas where critical objectives are located", and also allows at the same time, to "remove some areas from the events and provide for forms of guarantee for any damage".

The goal is "to guarantee the right to meet and demonstrate freely, while at the same time preserving the orderly development of civil coexistence".
