"We were scared and ran away." This was stated during questioning at the Local Police Headquarters on Via Custodi in Milan, one of the four teenagers who the day before yesterday were aboard the stolen car that struck and killed Cecilia De Astis, 71, in the Gratosoglio neighborhood of Milan. No action has yet been taken against the four, who, being under 14, cannot be charged. One possible course of action would be placement in a community facility if they were deemed particularly dangerous to society.

When local police officers, led by Gianluca Mirabelli, tracked them down in an area occupied by Roma people on Via Selvanesco, they found themselves little more than children. They proceeded to fully identify them and handed their fate over to the Juvenile Prosecutor's Office, since they cannot be charged because they are under 14. They are all Italians of Roma ethnicity, and now juvenile magistrates will have to carefully approach the measures they will need to seek from the Juvenile Court: from a civil standpoint, they could request separation from their parents, deemed unfit, in the most serious cases; from a criminal standpoint, they could request placement in a community, if the minor is deemed socially dangerous. The magistrates will, in any case, have to evaluate their conduct and responsibility on a case-by-case basis, although the most serious situation is certainly that of the thirteen-year-old who was driving the car and lost control, hitting the elderly woman and throwing her dozens of meters. The woman died shortly after arriving at the hospital, and her children had appealed to the hit-and-run drivers: "Turn yourselves in." The children didn't, but local police officers viewed the footage of the accident, recognized the colorful T-shirts, and traced them to the store where they had bought them.
