A "redeveloped" Gaza Strip, free of Hamas, that "no longer poses a threat" to Israel and its neighbors. This is point 1 of the plan drawn up by the Trump administration to end the war. In the version published by the White House, one of the 21 paragraphs circulated in the media in recent days has been lost. Among the new developments that have emerged is the provision that Trump himself will lead the new transition mechanism for Gaza, the Peace Board, "along with other members and heads of state, including former British Prime Minister Tony Blair." If both sides accept the proposal, "the war will end immediately," point 3 assures.

"Israeli forces will withdraw to the agreed-upon line to prepare for the release of the hostages," dead and alive, which must take place—point 4 states—"within 72 hours" (rather than the 48 hours predicted by the previous day's leaks). In exchange (point 5), Israel will release 250 Palestinians serving life sentences and 1,700 Gazans arrested after October 7. Furthermore, for every dead Israeli hostage returned, Israel will hand over the remains of 15 deceased Gazans. Point 6 requires Hamas to lay down its arms. Militiamen "committed to peaceful coexistence will be granted amnesty," and "safe passage will be guaranteed" to those who choose exile. On the humanitarian level (points 7-8), "all aid will be immediately sent to the Gaza Strip. At a minimum, the quantities will be consistent with the provisions of the January 19, 2025, agreement."

Entry and distribution "will be conducted without interference from either side through the United Nations and its agencies, the Red Crescent, and other international institutions" not associated with either Israel or Hamas. The Rafah crossing will also be reopened. Point 9 describes the new transitional body, composed of "a technocratic and apolitical Palestinian committee" for the day-to-day management of services to the population, and "under the supervision and control of a new international transitional body, the 'Board of Peace,'" chaired and led by Trump and Blair. Points 10 and 11 discuss "Trump's economic development plan to rebuild and revitalize Gaza," developed with "a group of experts who have contributed to the creation of some of the Middle East's thriving modern cities. " "Many investment proposals" and "exciting development ideas" are cited that "will be considered."

Furthermore, "a special economic zone will be established with preferential access tariffs to be negotiated with participating countries. " "No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza," point 12 states. While points 13 and 14 reiterate that Hamas "will have no role, either directly or indirectly," Gaza will be "demilitarized" and "regional partners will provide guarantees" to ensure that the "New Gaza" no longer poses "a threat."

Point 15 stipulates that "the United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to be deployed immediately in Gaza", which will train future Palestinian police forces: "This force will represent the long-term internal security solution". Point 16 stipulates that Israel will "neither occupy nor annex Gaza", but no further mention is made of the American veto on annexation of the West Bank, which Trump himself had instead guaranteed to Arab leaders. The plan also speaks (18) of "interreligious dialogue", "values of tolerance and peaceful coexistence, to change the mindsets and narratives of Palestinians and Israelis". Finally, the last two paragraphs foresee, with many conditionals, "a credible path towards self-determination and sovereignty" of a Palestinian state, but only "once the redevelopment of Gaza has been carried out and the PA's reform program has been faithfully implemented".
