The former fractions resume their assets from Cagliari

The negotiations went on under wraps, almost in silence. For me yes. The Municipality of Cagliari, moreover, has expressed on several occasions the will to close the open issues with the former fractions. In addition to Quartucciu, the first community to become autonomous in 1983, there is Elmas which, having conquered the rank of Municipality in 1989, still today must have some goods returned from the mother city.
One of these was the former school in via dell'Arma Azzurra. It was, because in recent days it was transferred to the Masese administration. "With the decree of the regional councilor we have regained possession of the building, which we will now hand over to the ASL for the construction of the Community House", says the mayor of Elmas Maria Laura Orrù. "We are talking about a very important social and health structure for the whole territory".
The mayor of the regional capital, Paolo Truzzu, recalls: "In truth, the school was already owned by the Municipality of Elmas, but by mistake it had remained in the assets of Cagliari". The same goes for the areas still owned by Cagliari in the Monserrato area: «Situation which, since we still hold, at least formally, the ownership of the areas, has put the owners of the houses in difficulty for a long time, also built by cooperatives , who - perhaps - could not have sold their property if they wanted to. From a financial point of view, we have sold these areas, without addressing the economic question for the moment».
The center where the issues of patrimonial distribution are most felt, not only from a political point of view, remains that of Monserrato. The matter of land owned by Cagliari in the Monserrato area was closed last spring – as reported by Truzzu himself – and the administration led by mayor Tomaso Locci is proceeding with the re-registration . But now it is also aiming for another objective, the historical claim of the largest of the former hamlets, the last to have freed itself from the capital in 1991 through a plebiscitary referendum: that of a symbolic portion of the Piana di San Lorenzo. Game already closed, but that could mark some news.
"Soon we will have a meeting with Cagliari to define the whole question of the neighboring areas," informs Locci. «In that context, we will propose the sale on our part of land around the fire brigade barracks, of a certain value because that is where the so-called linear park will be built, in exchange for the area where the small church of San Lorenzo nella Piana stands. It is a historical claim of our community: we hope to succeed, also trusting in the fruitful dialogue that has opened with the Truzzu administration". I wonder if Palazzo Bacaredda will agree on this point.
