Asian, underpaid, employed in violation of safety regulations and tied to a contract that circumvented the laws on procurement: these are the conditions, according to the Tempio Prosecutor's Office, of about thirty workers (mostly Filipinos) who were employed for the construction of a large photovoltaic plant on the slopes of Limbara. Million-dollar energy deals from which, according to the reconstruction of the investigators, a picture of irregularities emerges.

The operation was conducted in recent weeks by the Carabinieri of the Sassari Labor Inspectorate, by the Inspectors of the Sassari Itl, and by the military of the Tempio Company following numerous reports - led by those of the Gallura Coordination against wind and photovoltaic speculation - on strange movements of foreign workers in the area: some groups were seen on board vans with boxes, which were taken to the fields to place panels. Some photos were also taken. And the Prosecutor's Office decided to start investigations, also following a further formal act: the mayor of Calangianus, Fabio Albieri, some time before the inspection had issued an eviction order for an apartment in "terrible hygienic-sanitary conditions". The local police had discovered that it was being used as accommodation for around thirty-forty foreigners employed in the photovoltaic systems, crammed into little more than 100 square meters. They were part of a Polish company which, according to leaks, also supplied personnel for the construction of other camps in the rest of Sardinia.

The investigations, coordinated by the Public Prosecutor of Tempio Pausania, Gregorio Capasso, have allowed the identification and reporting of three foreign entrepreneurs, legal representatives of as many foreign companies, operating in the sector of photovoltaic panel installation: they are considered "responsible for having stipulated and executed contracts for work or services without the necessary requirements, through a system that has in reality revealed the fraudulent supply of workers, through a cascade subcontracting scheme, in violation of the Community legislation on the secondment of labor, omitting the necessary procedures for the traceability of entries into Italy".

Also under accusation, within the scope of the same investigation, are a freelancer and a fourth entrepreneur, considered responsible for violations against the regulations on safety at work.

Fines of approximately 255 thousand euros were imposed.
