"It is surprising - Fraietta reports - that to this day all the family homes and residential socio-educational communities hosting minors are always crowded with adolescents, often welcomed at a very young age and not to mention the children sometimes still in diapers, who I would like to point out, should not be included even for a day, this is absolutely scandalous". There is an availability of fathers and mothers that is not taken into account . "I wonder why there are so many families who have been suitable for foster care for a long time and have never been contacted, in fact they have often presented themselves spontaneously without any result".
The guarantor highlights the lack of communication between the responsible bodies that leads to the dispersion of foster families. Moreover, at the regional and local level there is no register of these families and, moreover, sometimes good will is held back by long bureaucratic delays.
«We urgently need a transparent list of adults eligible for foster care and a fully dedicated team to outline new training paths, in step with the times and also dedicated to supporting foster, adoptive, support and bridge families, who are often left totally alone».

The guarantor also recalls the critical situation of young migrants: "It is not enough to host them in the CAS to send them away homeless at the age of 18, but do we really think that this is a good welcome?". Finally, the consideration on the need to prepare today's minors to become tomorrow's adults. "And once again I apologize to all of them, because it is our duty as adults to protect them and guarantee their serenity and unfortunately I realize with great regret that we are very far from all this".
