Regarding the news launched a few days ago by the regional councilor Marco Tedde on the danger that the Sardinian caves end up in the trap of the Bolkestein Directive, the council group of Forza Italia today filed a detailed question (the former mayor of Alghero Tedde was the first signatory) , with which the Regional Council is urged to promote in a very short time any necessary administrative procedure and any appropriate interlocution with the Government in order to exclude the application of the Bolkestein Directive from the future assignment of the Sardinian caves.

Question that indicates to the regional administration the regulatory solutions to be used in order not to put these extraordinary landscape assets at risk with intensive exploitation.

With the deed of inspection union, the Azzurri propose to the Regional Council hypotheses for regulatory solutions to prevent the Sardinian caves belonging to the maritime state property from being put out to tender. The question indicates to the president of the Regional Council a set of European, national and regional rules, to be applied in order to be able to exclude the future assignment of the caves from the application of the Bolkestein Directive. According to the regional councilor Marco Tedde «Sardinia and the Municipalities cannot risk losing the management of the caves and that the assignment of the caves is decided following public tenders. Private entrepreneurial management devoted to legitimate economic gain risks profoundly harming the very "genetic-historical heritage" of our island » .

Regulatory solutions and a rapid dialogue with the central government are thus proposed to President Solinas. Clearly emphasizing that the Bolkestein Directive does not concern the liberalization of services of general economic and non-economic interest reserved to public or private entities, among which the management of caves should be included. But the FI group also points out that in any case the Legislative Decree of 2010 which implements the Bolkestein Directive establishes that when there are overriding reasons of general interest, access to and exercise of a service activity may be subject to compliance with certain requirements. And that the Bolkestein Directive itself includes among the «imperative reasons of general interest» the reasons recognized as such by the jurisprudence of the Court of Justice, including the protection of the environment and the conservation of the historical and artistic national heritage. "With the question we ask the regional administration to promote in a very short time all necessary administrative procedures and all appropriate interlocutions with the Government in order to exclude the application of the Bolkestein Directive from the future assignment of Sardinian caves by means of a competitive tender, allowing the municipalities to protect, promote and enhance them. Or, alternatively, to determine stringent tender rules consistent with the requirements of environmental protection and the safeguarding of cultural heritage pursuant to art. 12 of the Bolkestein Directive», concludes the former mayor of Alghero Marco Tedde.
