The circular issued by Prefect Salvatore Angieri, addressed to the mayors of the province's municipalities, leaves no room for interpretation. The circular aims to ensure "unequivocal and correct application" of the current legislation (the Abodi decree) regarding public events "or events open to the public involving equines, held outside of authorized routes, particularly during the Carnival period," such as the Sartiglia, where uncertainty still reigns over the use of protective equipment for riders.

Specifically, the Prefect reiterates "the need for full compliance with the provisions of the Prime Ministerial Decree - Department of Sport of January 8, 2025, and specifically Article 5, paragraph 9 (the so-called Abodi Decree), which requires jockeys to wear adequate head and body protection. These requirements are in addition to the measures already in place, with a view to overall strengthening safety conditions, based on the established inadequacy of the protections previously adopted," the Prefecture explains.

Mayors have therefore been asked to ensure that organizers "ensure that the procedures for conducting events fully comply with the provisions of the aforementioned interministerial decree." In the circular, the prefect also specifies that "the provincial and municipal commissions supervising public entertainment venues do not have any power to derogate from current legislation and, specifically, cannot in any way derogate from the provisions of Article 5, paragraph 9, of the aforementioned decree."
