The experts authorized by the Civil Court of Sassari visited the public residential houses in via Falcone e Borsellino , 49 apartments owned by the Municipality of Porto Torres built five years ago , whose balconies have been shored up due to the critical conditions they are in .

It is the second inspection by the technicians , the first dates back to the month of December, a dozen consultants authorized by the judge to verify the state of the buildings in order to ascertain any responsibilities of the construction company. Damaged balcony bulkheads, strong water infiltrations in the internal and external walls, with evident and numerous cracks, mold and a lot of humidity. This is the situation of a large part of the ERP housing, newly built houses delivered to the beneficiaries as recently as 19 May 2019.

A court case that broke out last year due to the serious critical issues of the new apartments, but which from the beginning have presented serious problems that jeopardize or damage the normal enjoyment and functionality of the homes. And eviction is a real possibility.

«It is impossible to live in these unhealthy environments where it rains from the chandeliers, the water leaks from the walls and plasterboard walls – say the desperate residents – with unsafe terraces and leaks inside. Furthermore, many families have people and disabled people with serious pathologies." They ask for urgent interventions. «Because with the rains of the last period the problems have worsened, particularly in our apartment which is at the limit of liveability - adds one of the beneficiaries - so much so that after the rain, the water leaks from the attic continue for another five days. The roof of these houses is not insulated, the water seeps into the plasterboard walls, where mice and insects have found a home."

There is a lot of desperation. «We returned the keys to the Municipality because we no longer feel like beneficiaries of these traps », they say.

The serious critical issues had pushed the current municipal administration to activate a preventive technical assessment on the individual apartments at the Civil Court of Sassari. The same judge, to verify the causes of all the construction defects and crystallize the situation, had ordered that all the balconies of the 49 apartments be supported with support scaffolding.

«Now the Municipality has been prevented from intervening until the Court procedure is concluded», observes the mayor Massimo Mulas. «It is necessary – he adds – to complete the report of the CTU, the official technical consultant who supports the judge in finding the truth, before any restoration work can be carried out ».

Following the inspection of the technical structure, in correspondence with the supports of the veranda floors, in the most external part of the building, the one most exposed to water infiltration and humidity, the greatest critical issues were found regarding the wood, which was completely compromised and no longer capable of guaranteeing resistance. Furthermore, always on the verandas, along the external supports, shear deformations are visible and in the investigation carried out at one of the central shelves, wood parasites are present.
