Not only the stands, for Sant'Efisio festivals, events and other services are also skipped: mess in the Municipality

Not only will the stands be missing for the feast of Sant'Efisio ( HERE IS THE NEWS ). The Municipality - or rather: one of its offices - announces that not even the "ticket service and access verification service" will be carried out - for obvious reasons. But there will also be no "creation of the Sant'Efisio Festival event, other events and ancillary services to the Festival" and there will also be no "graphic review, printing and posting service of promotional material".

The colors, the parade and the heart of the event remain. The entire organizational outline that should have been in charge of the administration is skipped but, reading the documents published by the Tourism department, there was quite a mess. The Municipality failed to contract the services in question.

The reason is explained by the manager Alessandro Cossa: on paper, he says, «the administrations proceed with the direct assignment of services and supplies of amounts lower than 140,000.00 euros, even without consulting multiple economic operators». But it was «considered appropriate to publish, as a priority, exploratory public notices, aimed at a preliminary and non-binding verification of the existence of qualified subjects interested in the execution» of the works. From the placement of the stands along the procession route to the organization of all the collateral events.

During the procedure it emerged that " due to the failure of the administration to approve the 2024-2025-2026 budget forecast within the established deadlines, and since the continuation of the provisional exercise has not been authorised" the Municipality "is only allowed a provisional management of spending, which does not allow the assumption of new spending commitments except in particular limited cases, which do not include the assignment of services" such as those to be organized on the occasion of the celebration in honor of the martyr. Result: «The negotiation could not be finalized and, consequently, the assignment deeds for the services of interest were not adopted». The mess is served.

Although it remains to be understood how it is possible that other expenses were planned without problems and on time, given that Sant'Efisio is certainly not an unexpected event. The scheme for the assignment is always the same - as for the floral decoration in the Town Hall, which will take place thanks to a timely booking of the spending commitment - but some services will take place, others not. Mysteries of public administration bureaucracy?
