The long-awaited green light on the environmental compatibility of the construction project for the new stadium in Cagliari has arrived. Today was marked on the calendar, due to the second session of the decision-making service conference regarding the release of the Paur (Regional Single Authorization Provision), requested by the Municipality of Cagliari for the facility that should be built in place of the old Sant'Elia, abandoned since 2017. The meeting, which took place, highlighted how the documentation acquired, while awaiting the formalization of some additions, is suitable for expressing a positive environmental assessment. Last June 11, the 50 million in funding from the Region had been released .

All the bodies involved have expressed themselves in favor and, therefore, there are the conditions to formulate a positive judgment on the environmental compatibility of the intervention, subject to the transmission of the in-depth studies already announced by the proponent. This means that the process is moving forward and that today a significant step forward has been made, awaiting the actual start of the works .

"I would like to express my satisfaction for the important result achieved", declared Councilor Rosanna Laconi, "and extend my heartfelt thanks to all the bodies and administrations that contributed to the work of the Conference, as well as to the General Directorate of the Environment and the Environmental Impact and Incidence Assessment Service for the commitment and professionalism demonstrated in every phase of the procedure. The closure of such a complex process, started in 2023, testifies to the effectiveness of institutional cooperation and allows the completion of an important step forward towards the realization of a strategic project for the city of Cagliari and Sardinia as a whole ".

The meeting, convened pursuant to Regional Law no. 2/2021 and regional directives on environmental assessment (Regional Council Resolution no. 11/75 of 2021), was coordinated by the Environmental Impact and Incidence Assessment Service. Representatives of the Municipality of Cagliari participated, as proponent, together with the designers and technicians of the companies involved, including Cagliari Calcio, Sportium, Progetto CMR, Percassi and Ambiente SpA .

Numerous bodies also participated due to their institutional competence , including the Directorate-General for Transport, the Metropolitan City of Cagliari, ARPAS, the Superintendency of Archaeology, Fine Arts and Landscape, the ASL of Cagliari, the Landscape Protection Service of Southern Sardinia, the Atmospheric and Land Protection Service, together with other regional and technical bodies.

Now we can proceed with the next steps for the construction of the new stadium, which will be named after Gigi Riva and could host some matches of the 2032 European Championships . During the works, the documentary integrations sent by the proponent following the first session of 2 October 2024 were analyzed, in addition to the observations formulated by the bodies involved. The VIA Service illustrated the results of the technical investigation, which allowed a careful evaluation of the impacts of the project on the environmental, landscape and health components. The checks highlighted that the integrations provided respond significantly to the previously expressed concerns, although there remains the need for further clarifications on some specific aspects.

The final determination and the release of the Regional Single Authorization Provision – also including the Landscape Authorization – will be the subject of a resolution by the Regional Council, on the proposal of the Department of Environmental Protection .
