Degrading conditions, alleged human rights violations, and obstacles to the exercise of parliamentary prerogatives.
This is what Leoluca Orlando, MEP for the Green and Left Alliance, denounced at the end of his visit yesterday to the repatriation detention centre (CPR) in Macomer.
"The CPR is in a grave state of disrepair. Once again, the government is violating human rights with detention practices that are in direct violation of the latest judicial decisions," Orlando stated, emphasizing that the situation found within the facility is incompatible with constitutional principles and recent judicial decisions.
The visit was preceded by a controversy over access to the facility .
The MEP's collaborators—Sara Chessa and Liliana Fais, respectively a nurse and cultural mediator with Emergency, and Sabrina Mura, a lawyer with ASGI (Association for Legal Studies on Immigration)—were denied entry. Reportedly, despite prior notifications sent to the Nuoro Prefecture indicating the date, time, and duly signed collaboration contracts, the Chief of Staff delegate initially verbally denied access to the detention wards.
Only after repeated requests to formalize the denial and several hours of waiting at the entrance to the center, in the late afternoon the official reportedly put the provision in writing .
A decision that, according to Orlando, would represent a clear violation of the current legislation regarding parliamentary prerogatives.
In light of the denial, the MEP decided to enter the CPR anyway, accompanied only by the European Parliament's lawyer Dario Zimmardi, effectively renouncing the professional support of the excluded collaborators.
Inside the facility there were approximately forty people detained.
During the visit, alarming data emerged: in the last ten months, there have been over one hundred incidents of self-harm, including suicide attempts, as well as numerous hunger strikes.
"The inadequacies in the certifications from the competent Local Health Authority regarding the psychophysical conditions of many inmates have emerged, who are being denied the right to healthcare," Orlando added.
According to the MEP , the acquired documentation confirms a situation of suffering and degradation linked to administrative detention, in contrast with recent judicial decisions, including a ruling by the Constitutional Court which recalled the violation of Article 13 of the Constitution on the inviolability of personal freedom.
"In the coming days, a briefing will be provided to the European Parliament and the Office of the National Guarantor for the Rights of Persons Deprived of Personal Liberty," Orlando announced, specifying that the competent authorities will also be involved.
"The blatant inhumanity and unconstitutionality of the current legislative system has emerged," he concluded.
