A task force of professionals was needed to get the Special Economic Zone of Sardinia, i.e. the Zes , going full steam ahead, an entity which, thanks to tax breaks, must create the conditions that allow the development of some areas of the island and to establish new businesses. So in August the Territorial Cohesion Agency (national, on which the Zes depend) had launched a tender for the recruitment of professionals : they were looking for figures ranging from project managers to lawyers, through external relations officers and marketing experts .

THE SELECTION – Very well-paid positions (up to 408 euros per day, net of VAT, like all the sums mentioned below). The selection had been entrusted to the Eutalia company, which drew up the rankings a few weeks later. And in the list of the first in the standings for the individual categories there is not only Melissa Mencarelli , from Perugia, wife of Roberto Raimondi , now former regional director of the Eni Cbc agency (regional appointment) under investigation for corruption together with the president of the Region Christian Solinas .

She, the only one who presented the candidacy for "Middle expert in the marketing, external relations and communication area" earns 268 euros for each day worked (up to 230 days, per contract).

The Agency's documents show that Andrea Boi was first in the standings for the role of project manager : a top position for which a salary of 408 euros per day (maximum 230 days) is envisaged for 2023. Many responsibilities, his, which he will have to share with the commissioner of the Zes, Aldo Cadau : the two could have a tested group work system, given that they have already worked side by side in the past.

THE LEGAL EXPERT – The senior expert in the legal area who has been awarded the highest score in the standings is a lawyer, a well-known face of Sardinian politics: former deputy, former undersecretary and former MEP, Salvatore Cicu was the most valid candidate for hold the position remunerated with 320 euros per day, for 3 or 4 days a week, for a maximum of 230 over the course of the year. Francesco Consalvo, on the other hand, was at the top of the ranking for the role of Senior in the engineering area: a position worth 73,600 euros until the end of the year. In the Cicu sector, but with "middle" experience, the first name in the ranking is that of Hiram Cossu (268 euros per day). Roberta Orrù will take care of the senior secretariat (150 euros per day for 250 days) while Alessia Puletti won the ranking for experts in facilitation and relations with the market (320 euros per day for 230 days). Legal area, but as a junior expert, for Francesco Monni : 150 euros for 230 days. A commitment of 4 or 5 days a week.

ECONOMY AND PROCUREMENT – The managerial economics of Zes is also entrusted to the skills of Gabriele Contini : a medium-level expert, he has a role that provides for a salary of 268 euros per day for 230 days. The task of dealing with tenders and accounting is entrusted to Alessio Lessio , the only one who, according to the documents, presented the curriculum for that position: 150 euros per day, for a maximum of 4/5 days a week.

Once the Zes was done, the Task Force was organized, the memoranda of understanding with the banks arrived to support the sustainable investments of small and medium-sized enterprises operating in the regional Zes, but also the reshoring activity (companies returning home, i.e. the opposite of outsourcing).
