Entire walls wet and covered in mold, with prisoners forced to move furniture in their cells and the table where they eat, because of the water coming down.

It's raining in all sections of the Bancali prison in Sassari : this is the complaint of Irene Testa, guarantor of persons deprived of liberty in Sardinia, at the end of a visit conducted together with Gianfranco Favini, guarantor of the Municipality of Sassari, in the male and female sections of the institute.

Testa announces a complaint to the Public Prosecutor's Office,

"I have become aware of several requests for intervention that have not yet been followed up - says the guarantor - and for which the crime of failure to perform duties could be configured. As a public official, in the capacity that I hold and after having personally verified the situation, I ask that the extraordinary maintenance work for the institute be financed and implemented as a matter of urgency . We cannot claim to re-educate or rehabilitate anyone if those who should guarantee legality are themselves outlaws".

Testa explains that there are 510 inmates in Bancali, most of them with serious psychiatric and addiction problems : «Some have been waiting for treatment for over a year». He also reports serious and numerous staff shortages: «Only one officer for two sections, forced to take on a heavy job».
