«I know the problems of the historical centre. So much so that on the one hand I issue the ordinances to deal with them. The problem is enforcing them: many kids and certain traders are smart. I know that some things need to be improved." The mayor of Cagliari Paolo Truzzu speaks the day after the assembly which brought together the residents of Marina, Stampace, Villanova, Castello: four districts, same hardships. Which are called noise, lack of security (real or perceived), Ztl not respected, lack of parking. Everyone from the middle school in via Piceno pointed the finger at the Municipality, considered guilty of not intervening to stem the phenomena.

And there, on the other side of the finger, sits Truzzu, with the list of things done and to do to give answers. Alongside, also the list of bureaucratic and non-bureaucratic ups and downs with which it has to deal.

First of all, the novelty: «The stewards will arrive in the historic center», he announces, «the junta has allocated a loan of 50 thousand euros for the Chamber of Commerce which, with the trade associations, will have to bring trained personnel to the streets and squares of the nightlife it will help maintain public order.' No sanctioning or repressive role: "They will have an educational and dissuasive role". In short, they will monitor and advise the younger ones not to do stupid things.

If it should happen, the responsibility belongs to others: «At my strong request, the Prefecture», underlines the mayor, «after an interruption in September, has decided to reactivate the task force made up of local and state police, the carabinieri and by the Guardia di Finanza who will patrol the most sensitive areas from 6pm to 2am».

When will the first stewards be seen? «Hopefully as soon as possible», hopes Truzzu. Who put the money to support the initiative. As he did to reactivate the cameras aimed at the gates of the restricted traffic areas. But we have to deal with the bureaucracy: «The Municipality started the procedure for the replacement in 2019. To date they have yet to be switched on», says Truzzu, who seems to spread his arms, «I count on it happening soon, immediately after the test» . And when it is, another response to the complaints of the residents will arrive: «We will reserve large areas for the parking of their cars. With the cameras it will be possible to check ».

The mayor has the clear picture. And he also knows the limits of his range. Those who are descendants of the laws and others who derive from the actions of violating the rules. “We know which locals, especially in the Marina, do not respect the laws. We have intervened several times, even with closure measures against those who sold alcohol to minors ». But the groups organize themselves, «they send the adult and get around the obstacle. And certain activities on which action was taken with the suspension of the license, shortly after they reopened with a company in the name of another entity: the law allows it. At what point are our hands tied? Are restaurateurs overflowing with concessions? «Local police checks are constant. But there are so many activities, it is impossible to monitor them all every evening ». And it is unthinkable to guarantee a massive police presence throughout the night: «There are shifts, contracts. At a certain time the staff have to dismount», recalls Truzzu.

The mayor listened to the requests of the residents. And he is keen to underline: «Problems exist. But they are not only from Cagliari: we are talking about a national phenomenon that affects all the most important cities. Over the weekend, kids come to us not only from the hinterland, but from the entire province and also from the Oristano area». And the center is overwhelmed by large numbers.

Truzzu closes by announcing another deadline: «The new public safety regulation will arrive in the commission this week. The junta approved it in December 2021», he points out, «there were corrections to be made. A year, or almost, seems to me more than enough time». Among the points of the provision, the urban Daspo: away from Cagliari those who do not respect the rules.
