New resolutions by the Todde council focused on the reorganization of the regional health system.
In the last meeting at Villa Devoto, the governor and her councilors first approved - on the proposal of councilor Armando Bartolazzi - a provision to finance supplementary grants for doctors attending the three-year specific training course in General Medicine for the year 2024 .
THE MEASURE – «Having established that the number of those admitted is equal to a maximum of 60 – we read in a note from Villa Devoto – the Sardinia Region adjusts the compensation of the general medicine scholarships, currently equal to 11,603 euros per year, to that of specialist training contracts which currently amount to 25,500 euros per year".
«The intervention is made possible - underline President Todde and the Health Councilor - by the provisions contained in regional law n. 9/2023 which authorizes the adjustment and limits the number of beneficiaries to the available financial coverage".
«The important signal that was given with this resolution – add Todde and Bartolazzi – is that of having authorized the doubling of the budget allocation in such a way as to guarantee the increase for all 60 scholarship holders and not just for the first in the ranking, in order to be able to allow for the strengthening of the territory once fully operational and to guarantee coverage of the currently lacking offices" .
The Regional Council, specifies Villa Devoto, «is also working on a regulatory proposal that authorizes the increase in the annual compensation of the specialist training contract, in such a way as to make disciplines such as anesthesia and emergency medicine more attractive».
PERIPHERAL HOSPITALS – With another resolution proposed by Bartolazzi, the Todde Council has taken steps to assign additional resources for the Peripheral Hospitals and Transplants to the Companies of the Regional Health System for the 2023 financial year.
«For the attribution of Regional Additional Resources (RAR) to employees working in hospitals not located in the cities of Sassari and Cagliari (peripheral hospitals) and for organ transplant activities, for the year 2023, resources amounting to 11 million and 132 thousand euros and additional regional resources for the donation, collection and transplantation of organs and tissues amounting to 1 million and 540 thousand euros ", continues the Region's press release.
SECONDARY TRANSPORT – Again, the Council dealt with the so-called emergency secondary transport and back transfer.
«The criticality due to the shortage of hospital medical managers – explains Bartolazzi in this case – is leading to the even prolonged suspension of hospitalizations in various departments of the regional hospitals. Consequently, patients who access the emergency rooms through the emergency network and who require hospitalization are transferred from the departments to other facilities by activating secondary transport .
The destination facilities are faced with a flow of patients above the capacity of assistance for which they are designed, also due to the lack of an efficient organization for the back transfer , which would allow - continues the councilor - to bring back the patient in the hospital of origin, close to his home, and make beds available for other hospitalizations".
TREATMENT IN PRISON – Finally, a provision for first aid within the island's penitentiary institutions: the regional council has established that «AREUS will have to guarantee first aid, where necessary, as a territorial emergency service . Furthermore, until structural solutions aimed at avoiding healthcare gaps in the Uta prison are identified, the administrations concerned, specifically AREUS and ASL 8, will have to promptly stipulate an agreement regulating the access of emergency health doctors territorial in the penitentiary institution and guarantees service 24 hours a day, seven days a week".
