Health emergency in Nuorese, summit in Cagliari: "We need exceptional tools, if necessary the Government intervene"

The dramatic situation of the hospitals of Nuorese, Ogliastra and Oristano needs a precise analysis of budgets and organic plants, so as to better address requests for intervention, if necessary by transferring the dispute to the State.
This, in summary, is the proposal of the regional presidents of Anci and Cal, Emiliano Deiana and Andrea Soddu, the councilor of Health Mario Nieddu, during a meeting held this morning in Cagliari, which was also attended by the mayors of the three areas, the general direction of the department and the heads of Ats, the Assl and the hospitals of the reference territories.
"Together with Anci we have inaugurated the first of a series of discussions that will involve local administrators from all over the island, to take stock and share information on what has been done and what is being done for health care and examine any proposals operational ", declares the commissioner Nieddu.
At the center of today's meeting, therefore, the situation of hospitals and assistance in the area.
"Today, data in hand, the main problems derive from the lack of specialized doctors - explains Nieddu - a situation that comes from decades of lack of planning. In the last two years we have taken important measures to change course by tenfolding the regional scholarships for schools of specialization, arriving to insert the constraint to practice on the island for at least three years, and republishing all the hours of outpatient specialist training, 830 thousand, removing the block on turnover that we had inherited. We have given new impetus to competitions, 65 authorized calls, 31 concluded and banned again after the exhaustion of the rankings. To favor hospitals where it is more difficult to find doctors willing to fill positions, we have changed the rules of competitions and now, with the Omnibus law just approved, we have allocated 13 million euro of additional regional resources to financially incentivize specialists to choose those locations, one measure that had never been seen before, justified by the particular moment we are going through and by our firm will to give oxygen to the principals in greater difficulty. We have worked on all this facing a pandemic that has lasted for almost two years, even if today it seems far away for the improvement of the epidemiological picture ".
"Currently - specifies the commissioner - we are working to strengthen the system mechanisms where resources are shared between the island's principals, with a view to mutual aid in a condition where the blanket is short everywhere. using every tool that the current national regulatory framework allows us and the exceptions we have requested from the Government and the Conference of Regions are already several. The draft reform of the USCA has finally been filed in Rome, which, if implemented, could affect the critical issues that concern both basic medicine and continuity of care ".
During the meeting, the representative of the Giunta also addressed the issues of primary care: "In these days - he declared - we have closed an important supplementary agreement with the trade unions of free choice pediatricians that will allow us to ban poor centers extraordinary ". As for general practitioners, the commissioner reminded the mayors that the lacking offices of 2019 and 2020 have been banned and "currently - he specified - the assignment of areas left without a doctor in 2019 is underway, to be followed by the assignments for 2020. In the last two years we have made up for a huge delay by assigning the seats that remained vacant from 2014 to 2017, finally bringing the situation back on track. Unfortunately, the shortage of doctors also affects general medicine and today it is difficult for some peripheral areas to find professionals willing to fill the position even for an indefinite period. To stop this problem we have indicated a possible way, in the works council the hours of the medical guards can be extended so that they can visit patients and at least guarantee prescriptions to who needs to continue the therapies ".
"We are going through a moment of emergency - concludes Councilor Nieddu - in which ordinary tools are no longer enough. We need a revision of the rules at the national level and, in this sense, the synergy between the institutions, the Region and the mayors, certainly gives strength to what are the requests and needs of our territory ".
"The situation is difficult - the comment of Emiliano Deiana - we must understand how to overcome the problems immediately, how to rebuild the services and design the solutions in the long term. To do this we asked the councilor for the budgets and the organic plants of the hospitals. in question in the horribilis year of 2018 and those of today. We want to know if the competitions have been activated due to the very serious shortage of doctors and staff and if there have been incentives for transfers in these areas. at the national level we must mobilize with Parliament and the Government. We cannot face a situation of war with instruments of peace, here we need exceptional instruments ".
"Our goal is to get the data on the needs of individual health companies - said Soddu - as soon as the Region will provide them to us, we will fight for the State to which we will ask for the modification of some rules to be able to cope with the serious health emergency of the our territories ".
Meanwhile, this morning in Nuoro the 10 thousand signatures collected by the petition in support of public health launched a few days ago on the Change.org platform by entrepreneurs were delivered to the prefect Luca Rotondi. One of the promoters, the Nuorese jeweler Fabio Rosas, wrote to Prime Minister Mario Draghi asking for "the intervention of military doctors to solve the problem of the lack of personnel in hospitals".
