A tough clash between the president of the Gallura Socio-Health Conference, Gianni Addis, and the general director of the ASL, Marcello Acciaro. Addis, mayor of Tempio, in recent days contested the reorganization of the functional roles (nursing and administrative staff) of the ASL of Olbia and Acciaro's response was polemical and harsh.

The manager invited Addis to avoid interfering in the decisions of the ASL: «It is not the first time that we have seen the mayor of Tempio Pausania and president of the socio-health conference interfering in the management activities of the ASL Gallura. It is unacceptable and inadmissible. The organization of a complex company like the health one is regulated by laws and regulations. The task falls to the company management, not to the heads or the mayors. Everyone should respect their role and carry out their work within the regulatory perimeter».

Addis spoke about the need to equip hospitals with safe and non-obsolete equipment, Acciaro responded: «I remind Mr. Addis that Ares Sardegna is responsible for purchasing this equipment, for example for the Tempio Pausania Ophthalmology Department, one of the units mentioned in his note. We have requested the equipment from Ares and when it is made available we will be able to take action to open the department. This and all the other disputes regarding Hospice, Surgical Platform, Dialysis and Diabetology fall within the management tasks of the Company Management. I remind Mr. Addis that we are operating in a context of serious staff shortages, while a 6.5 million euro cut is hanging over our heads at the Gallura ASL, which translates into 130 fewer positions for staff. I have not seen any outcry on this issue from the president of the Socio-Health Conference and there has been no interest in the matter. Perhaps he could have concentrated his efforts on this issue. The context in which we are operating is not the healthcare model to which Mr. Addis is anchored: we too would be happy to have hundreds more primary and coordinators, but the national and regional organization does not allow it. Choices must be made that the law places in the hands of the company management".

One of the harshest passages of the ASL note is this: "This management, respecting recent regulations, has made a great effort to bring territorial services to various centers in Gallura . Services that were reduced to a minimum and that we are managing to satisfy despite the cuts to resources for Personnel by the Region. The controversy on this point is also incomprehensible: if the mayors of Gallura prefer that the activities be centralized in Olbia and Tempio we take note of it, but it seems very strange to us. We would also like to understand, therefore, if Mr. Addis speaks in a personal capacity or on behalf of all the mayors of Gallura, because we must take this into account. Having the legal responsibility of a health company and possessing the qualifications to do so are not peculiarities of him. We can humanly understand his aspiration to cover top roles also in the field of Health, but Mr. Addis in his youth chose other paths, not compatible with a career in this sector. Expressing personal opinions on such a complicated topic and using it for political purposes has become an extremely dangerous game, which creates alarm and insecurity in the population and casts a bad light on delicate activities in which 1,500 people are involved every day, forced to work in difficult conditions also because of harmful and irresponsible statements sine materia».

Acciaro claims that «Addis has been invited to meetings with the Company several times to clarify the nature of the choices, but has always preferred to avoid them and choose the path of attacks through the press. We will therefore carefully evaluate whether these repeated statements without any legal or competent basis can have legal implications as they are detrimental to the honor and reputation of this corporate management».
