The guidelines for the disbursement of the first regional grants are arriving for the benefit of the population and the economic and productive activities that suffered damage from Cyclone Harry.
The provision from the Director General of Civil Protection defines both the allocation of immediate support to citizens and businesses and the assessment of the damage for the purpose of possible additional compensation measures. The procedures will be uniform throughout the region.
Companies in the agricultural, livestock, and fishing sectors will be subject to specific implementation guidelines at a later date.
Beneficiaries of the contribution
- Private owners or interested third parties who have suffered damage to their residential buildings, existing movable property, and registered movable property.
- Economic and productive activities that have suffered damage to the properties in which the business is carried out or to the properties that are the object of the business, to instrumental movable property, to registered movable property, and to damaged or destroyed inventories of goods, raw materials, semi-finished products, or finished products.
Exclusions: Damages related to lost profits from economic and productive activities are not included in the proceedings.
At this time, companies in the agricultural and fishing sectors are not eligible to apply. Specific support measures are being developed for these companies following further clarification of the applicable state aid regime, so that the maximum possible aid can be granted. Therefore, please refer to subsequent implementing guidelines for the disbursement regulations and access procedures.
Immediate support contributions
The applications, in addition to the assessment for immediate support, will also be considered for the overall assessment of the damage and the possible activation of further compensation measures.
For immediate support, contributions are distributed as follows:
• Families: up to 5,000 euros for primary residences whose functionality is compromised;
• Economic and productive activities: up to 20,000 euros, based on a technical report describing the expenses required for restoration.
Applications without a certified appraisal but with minimal documentation will still be considered valid for access to the immediate grant, with the obligation to report the expenses incurred.
Available resources and the role of municipalities
An initial allocation of €10 million is planned for the 2025-2027 regional budget, which can be expanded with additional resources if necessary. Municipalities play a central role in managing the procedures: collecting applications, verifying documentation, and transmitting the results of the investigation via SIPC, according to approved guidelines.
Submission of applications and deadline
Applications must be submitted exclusively through the Civil Protection Information System (SIPC). The deadline for submitting applications is March 18, 2026.
The Municipalities, through the platform, will have the task of:
• receive questions;
• verify the completeness of the documentation;
• determine the causal link of the damages with respect to the cyclone;
• evaluate the appropriateness of the attached bills of quantities and estimates. Subsequently, the Municipalities will have 30 days to request additions and an additional 15 days to submit the complete applications, accompanied by the management decision listing the approved and rejected applications and the related amounts or reasons.
