Behind schedule for the last seven-year programming period, which ends in 2027; behind schedule for the first package of EU resources that arrived in Sardinia in 2000. This is the rate of spending by the European Development and Cohesion Fund (FSC), which in twenty-five years has diverted a treasure trove of €32.7 billion to the island. More than three regional budgets. Yet only 16% of the projects are completed, 11% have not even started.
Overall analysis
Sardinia's slowness is evident in the (merciless) comparison with the programming pace of other Italian regions. This applies to the South as well, not only compared to the traditionally more efficient North (and not by any means). Since 2000, from Cagliari to Sassari, European Cohesion resources have translated into 72,411 projects, of which 56% are ongoing, 18% have been finalized. As mentioned, only 16% are completed, 11% have not yet started. Total regional co-financing amounts to €4.9 billion (out of a total of €32.7 billion). In Puglia, where FSC programming has brought in €60.6 billion, double the Sardinian amount, 21% of the planned projects have been completed. 7% have not yet started, 13% have been finalized, and 59% are underway.
