Cagliari's waterfront could soon be transformed, with a large urban park capable of hosting concerts and events for up to 30,000 people in the Sabaudo and Rinascita piers. The Cagliari City Council has expressed a favorable, but conditional, opinion on the Strategic Planning Document (DPSS) of the Sardinian Sea Port System Authority. This is the main planning tool for the future of Sardinian ports, defining the functions, connections, and vocations of port areas.
Resolution No. 158 of September 5, 2025, is on the agenda of the city council , which has accepted the Authority's plan, but not unconditionally : several requests have been formalized that affect some sensitive areas of the municipality, such as Giorgino, the former Santa Gilla power plant, and the aforementioned Sabaudo and Rinascita piers. According to Palazzo Bacaredda, these spaces could become new spaces available to the city.
One of the most significant steps concerns the areas behind the Sabaudo and Rinascita piers, which are scheduled to be free of maritime traffic by 2029. Here, the Municipality, as stated in the document , would like to " establish a large park equipped to host cultural facilities and an area for concerts/events for at least 30,000 people ." Also on the agenda are the Bonaria area and the areas between the Terramaini canal dock and the Admiralty of the Navy , classified as "back-port areas." According to the council, however, these spaces—from the former salt warehouse park to the Bonaria pine forest—have been functions of "port-city interaction" for years, and therefore need to be completed and enhanced. Among the objectives is " creating connections with the urban area behind them, particularly with the former trade fair area, Piazzale Marco Polo, and Piazza Dei Centomila , preventing these areas from remaining isolated and closed."
Other requests include including Giorgino and the Fishermen's Village as areas of "interaction between the port and the city," with the inclusion of a pedestrian and cycle bridge , and the designation of the former Santa Gilla power plant as an environmental and archaeological park . The list concludes with the request to confirm "the Alberti Scientific High School's presence for at least five years" at its current location "between the port dock and Viale Colombo," "pending the search for a permanent logistical solution."
