In exchange for the green light, the owners will have to guarantee the setting up of the museum space, as well as its custody and management. The Superintendency objected precisely to this point: it is not a museum, which has a completely different function, but an incorporated archaeological site. During the last restoration work, remains of ancient Cagliari were found.

The Sca.Fe. it will also have to guarantee the maintenance and usability of the car parks for ten years.
