The Prefect of Cagliari has received a no from the Police Headquarters to the anti-security bill march held on October 5 in the capital: the complaint is signed by lawyers Giulia Lai and Paolo Pubusa. It refers to events that have already occurred but, the lawyers explain in the document filed on behalf of the representatives of the Student Network that organized the demonstration, it was important to present it for two reasons: "so as not to create a precedent in the practice of the Cagliari Police Headquarters" and "to protect the positions of individual demonstrators".

The Student Network had promoted a protest with a procession and filed a regular request: departure from Piazza Garibaldi and march through the streets of the center to Piazza del Carmine. The day before the appointment, the Police Headquarters had stopped it: yes to the demonstration, but only static. In short, it was forbidden to move from the square.

On the day of the protest, however, the demonstrators had opposed it by marching through the streets of the historic center, from via Garibaldi to Villanova until the end of the protest in front of the San Benedetto market. There had been moments of tension : the police had opposed their shields to the advance of the procession. The participants had nevertheless managed to create a gap to leave the square and parade through the city . Violated ban and tensions. For the Student Network, however, that ban on the procession had no reason to exist.

"In this case, the decision to deny the march is based on unsubstantiated elements," the lawyers write in the complaint, "characterized by an arbitrary judgment, which is also incorrect regarding the reasons for the demonstration. Nothing is known about the feared danger to security, public safety and public order. In fact, the Police Chief limits himself to stating: "It cannot be ruled out that the march could be exploited by movements that also support the Palestinian cause and it cannot be ruled out that such attempts could have a negative impact on public order." It seems appropriate to note that in the communication of October 2, it was clearly specified that the demonstration had as its object criticism of the security bill. The Palestinian question therefore had nothing to do with the reasons for the protest."

The complaint is also filed to protect the protesters in case of complaints for violation of the ban. The complaint also mentions the Constitution and the right to express one's opinions.
