The regional council, on the proposal of the councilor for Local Authorities, Finance and Urban Planning, Francesco Spanedda, approved a resolution that provides the guidelines for the administrative functions on the maritime state property for the 2025 bathing season, in parallel with the general ones approved by the Executive on 30 December 2024.

«This is done first and foremost to meet the physiological practical needs of providing general guidelines for the 2025 bathing season and coordinating the administrative action of the General Directorate of Local Authorities and Finance, in relation to the investigation of the various types of annual concessions», states Councillor Spanedda.

For seasonal concessions for accommodation and healthcare facilities, in the absence of a Pul, or if the Pul has not planned and located concessions already authorized in previous years, it is permitted to issue concessions to accommodation and healthcare facilities to be located according to the same Guidelines, within a thousand meters from the beach where the concession is requested and positioned.

Such concessions, for sunbeds and umbrellas only, must be annual, seasonal, with seasonality referring to the summer, as per the bathing ordinance. The concessionaire, for the concession period, will be required to set up an appropriate deposit, and to pay the tax fee in the amount of the law, which will be quantified and requested by the regional services.

The guidelines, in response to the need of municipalities to be able to allocate coastal areas for social utility purposes (sports activities, areas for domestic animals, areas equipped for children's games, areas with support equipment for people with disabilities, etc.), in the absence of Pul, can be entrusted for management, with seasonal authorization by the municipal administration, to sports associations or non-profit associations.

"These areas must however remain accessible to all - adds the councilor - to ensure full accessibility and use of the beach and beach services, the possibility has also been provided, in favor of municipalities or non-profit associations, or amateur sports clubs, of issuing seasonal concessions, free of charge exclusively for the occupation of portions of the beach intended for the reception, assistance and support of bathing for people with disabilities. An important innovation that clarifies the goal of an island for everyone, no one excluded".

Authorizations are also foreseen for the positioning of "launch corridors" or tampered cables to delimit a marine area reserved for the arrival and departure of vessels, useful for safeguarding the safety of bathers. As a rule, it is necessary to guarantee a distance of at least 200 meters between one lane and another, to avoid an excessive reduction of the areas intended for bathing.

Regarding wedding celebrations, among the indications provided there is, among other things, that they can take place in the areas defined and designated for this purpose by each municipality, after the release of a concession, with a duration of several years, and upon payment of the tax fee. In the case of concession of bodies of water, the occupation of areas of the beach (extending three meters by three meters) functional to the activity, such as ticket offices, rescue services and surveillance, is permitted upon payment of an additional fee.

In addition, beach furniture (chairs, tables, umbrellas, gazebos, etc.) may be placed, or, if permitted, safety systems (such as life jackets) to be removed at the end of the day. For concession holders for the sole kiosk for the provision of food and drinks (without sunbeds and umbrellas), it will be possible to obtain a space to place tables for customers, provided that it does not interfere with bathing and public use.
