An appeal to ask the Head of State to intervene on the National Parks of Asinara and the La Maddalena archipelago forced into an institutional paralysis that entails serious repercussions for the whole of Northern Sardinia.

As previously announced , the mayor of Porto Torres Massimo Mulas and the mayor of La Maddalena Fabio Lai have sent a letter to the President of the Republic Sergio Mattarella to report the serious critical issues in the management of the Asinara and La Maddalena National Parks and to request his institutional intervention. "Nine years without a president of the Park - Mulas underlines - five years without a Board of Directors, a Park Community, established last November, unable to carry out any planning act due to the absence of the other governance bodies of the Park, a director under prorogatio. In forty-five days, Asinara will be without any political and administrative leadership and the Presidential Decree of 3 October 2002 will remain only on paper. No administrative or political act or provision can be issued, as there is no body with the power to sign. A situation due to which "the Asinara National Park stops".

The envisaged consequence is also a management crisis that prevents visitors from accessing the splendid island. Due to the institutional paralysis, the supplementary regulations to the regulation of execution and organization of the Marine Protected Area that annually regulates entry to the island, visits and other activities cannot be adopted. In the letter, the two mayors reiterated the crucial role that the National Park and the Marine Protected Area of Asinara and the Gallura archipelago play for the sustainable development of the entire Northern Sardinia and for its communities, in particular that of Porto Torres which is making a strong commitment to overcome the economic crisis due to the decline of the industrial area. "We are deeply convinced - we read in the document sent to the Quirinale - that this situation of stalemate and paralysis represents a defeat for Us who represent the Institutions, the State and the Community".

Mulas and Lai therefore ask Mattarella for his authoritative intervention to raise awareness among the Chambers, currently engaged in the revision of the Framework Law on protected areas (Law 6 December 1991, n. 394), so that the latter guarantees a more effective governance and suited to the peculiarities of the Asinara and La Maddalena Parks, unique in their kind due to the fact that each one insists on the territory of a single Municipality. Among the proposed solutions, the mayors suggested a greater involvement of the local communities in the management of the protected areas as entities closer to the community and with a deep knowledge of the needs of citizens and operators. Alternatively, as regards the Turritana island, it is possible to envisage the creation of a territorial Consortium formed by all the Municipalities that insist on the Gulf of Asinara headed by the Region and, in any case, with an adequate organizational and administrative structure, capable of reflecting the territory and its Community. Ultimately, the request is that a streamlined governance be provided for at a regulatory level that concretely promotes the enhancement and development of these territories and allows those who administer them to carry out their duty of custody and enhancement of an invaluable heritage for the whole of Northern Sardinia, in the interest of future generations and in full compliance with the Constitution.
