Tough stance taken by the President of the Surveillance Court of Cagliari, Cristina Ornano , against Areus' decision to limit the first intervention and aid service in the Uta prison to the night-time hours only, so far ensured 24 hours a day by the 118 staff. The request is of an " immediate restoration of service " with "the reserve, otherwise, to evaluate the presentation of a complaint to the Public Prosecutor's Office and the competent authorities".
«This is a decision – specifies Ornano commenting on the choice of Areus – which, in fact, interrupts for most of the day an essential public service , indispensable to guarantee adequate assistance and effective and timely intervention, especially in relation to critical events which occur frequently in prison and which can occur throughout the day and not just at night".
«The choice, made without any prior discussion with the institutions responsible for the care and supervision of the prison and the detained people – continues Ornano – does not take into account the concrete risks both for the protection of the health of the detained people and of the prison staff. Penitentiary and civil police, as well as all those who for various reasons access it on a daily basis (overall around 1500 people), and for internal security at the Institute, with negative repercussions also on the emergency services".
On the matter the In the last few hours, the Region has already announced a warning to the general director of the Regional Emergency and Urgency Agency, Simonetta Bettelini . In fact, the department spoke of a "unilateral choice made autonomously, without any authorization or provision". "We distance ourselves from this absolutely unshared position - the department's note - and invite the director to immediately revoke the provision".
The Cagliari Bar Association also hopes for an " urgent intervention by the Regional Councilor for Health for the immediate 24-hour restoration of this essential public service", which in a note signed by the president Matteo Pinna expresses "strong concern", also speaking of an "inexplicable decision" and which "effectively limits the right to health in prison" .
In the note Pinna also recalls the recent news of the death «of a 23-year-old boy after two days of agony following a suicide attempt. The thirty-eighth suicide since the beginning of the year, an intolerable emergency, linked to overcrowding and often unlivable conditions for those forced to serve their sentence in prison." «The Uta prison, where more than a thousand people live and work, including convicts, penitentiary workers, health workers and civilians, hosts - the clarification - in addition to people with physical pathologies, many people with psychiatric disorders which often lead to self-harming acts which put life-threatening and requiring immediate professional medical assistance"
