"A silent protest," as the RSU (union representatives) call it. The joint union representatives explained the initiative's purpose in a statement: "It must be shared. By everyone. By workers in the medical sector and management, in all areas: healthcare, technical, and administrative, and by the trade unions that represent them." This black ribbon is a "cry of pain" for "rights that," the statement argues, "are no longer being guaranteed. It arises from a system that is increasingly struggling to sustain itself and is no longer able to ensure adequate conditions for efficient services and, in terms of healthcare, safe, dignified, and appropriate care."

Stating that the reported incidents at the AOU are "not isolated but structural," they then list the reasons that led to the general mobilization. "Overcrowding in care areas, chronic staff shortages, unsustainable workloads, misuse of professional skills, and widespread organizational issues affecting healthcare, technical, and administrative services." Furthermore, the management of the 2024 Employment Plans (DEP), the salary differentials for professional skills, and the related agreements. "These choices," they emphasize, "are already having concrete effects, denying significant financial resources to workers and their families and risk impacting the 2025 economic growth and the prospects associated with the new contract. "We cannot demand continuous sacrifices," the statement concludes, "while simultaneously depriving economic resources and prospects."
