The game of the Maneuver is played on the difficult balance between the demands of the parties of the majority.
Tuesday should be the moment of truth. A Council of Ministers is expected for that day to deal with the budget, also to define the Draft Budgetary Document to be sent to Brussels.
Before the government meeting, there will likely be a control room.
The most politically sensitive issue is that of citizenship income .
The 5 Star Movement does not want "its" measure to be touched, but the front of those who intend to put a hand on it is wide: Lega, Forza Italia and Italia Viva would like to intervene and eliminate it. Pd also asked for it to be changed.
One of the cruxes is the mechanism for the search for work, that is, how to make the citizenship income commit the recipients to find a job.
Also for Prime Minister Mario Draghi it is necessary to review active labor policies. The group of experts led by sociologist Chiara Saraceno will deliver its report at the end of the month. Among the suggestions, there would be a review of the requirements (such as skills or distance from home) that determine the congruity of the job offer to those who receive the income, in order to stem the possibility of refusing it. And then other indications: strengthen the projects useful to the community that the Municipality of residence "offers" to those who receive the income and eliminate the obstacles that now face large families and with minors who intend to access the subsidy.
On the investment in the maneuver, of course, now there are only the 200 million included in the tax decree to arrive until 31 December. The Minister of Labor, Andrea Orlando, is planning a reform of the social safety nets, with a series of interventions, such as the extension of protections to self-employed workers, in order to overcome or extend the concept of the Cig. In all, about 8 billion would be needed.
The other majority forces - Lega, IV and FI - aim to cut the personal income tax, in the tax reform: for that available there would be around 6 billion. The Democratic Party also aims to reduce taxes on labor - also to guarantee more purchasing power to employees - and on this there would have been a certain convergence with Confindustria, in the meeting that took place at the Nazarene.
Finally, there is the Quota 100 chapter, which expires at the end of the year. Despite the League asking for its renewal, the government is working to define its fate. One of the hypotheses is to replace it with the "contributory" Bee. In practice, as proposed by the president of the INPS Pasquale Tridico, people aged 63 or 64 could access the contribution amount accrued on the date of the request, and then have a full pension upon reaching the age of seniority.
