These are the main measures taken by the government to stem the fourth wave which, dragged by the Omicron variant, today recorded a new record of infections in Italy.

The decree was unanimously approved at the end of a CDM that lasted two hours and was not without tensions, especially with the League's ministers. It is the third in the last two weeks after those approved on 23 and 30 December.

THE DRAFT - "Starting from February 15", the draft of the provision reads, "public and private workers, including judicial workers and magistrates who have turned 50, to go to work will have to show the Super green pass" , which is only achieved with the vaccine or recovery from Covid in the past six months.

Furthermore, "to protect public health and maintain adequate safety conditions in the provision of care and assistance services, the" anti Covid "vaccination obligation applies to all residents in Italy, including European and foreign citizens who have completed the fiftieth year of age ".

The obligation, the draft reads, "is valid until June 15". And it applies "even in the case of the fiftieth birthday after the date of entry into force of the decree". It will be postponed for people recovered from Covid and cases of "ascertained danger to health, in relation to specific documented clinical conditions, certified by the general practitioner or by the vaccinator" are exempt.

For those over 50 who show up for work without the Super Green pass, no salary but the job is kept: they will be considered "unjustified absentees, without disciplinary consequences and with the right to retain the employment relationship, until the presentation" of the Super green pass . In the event of violations of the ban, a penalty of between 600 and 1,500 euros is envisaged.

All companies will also be able to replace suspended workers, a replacement of "10 days renewable until March 31, 2022".

ALMOST 3 MILLION OVER 50 NO VAX - In Italy 2.8 million over 50s are not vaccinated, 15.5 are vaccinated with three doses, 9.5 are those who have received one or two doses of the vaccine. In Sardinia, on the other hand, 7.3% of over-fifties have not received any vaccine according to the latest Gimbe report, we are talking about about 57 thousand people.

GREEN PASS EXTENSION - The basic Green pass, also obtainable through a negative pad, until March 31 will also be used to access "personal services" such as hairdressers and beauticians, for "public offices, postal, banking and financial services, commercial activities, without prejudice to those necessary to ensure the satisfaction of essential and primary needs of the person ".

The green certificate obligation for personal services will apply from January 20, while for other activities from February 1, after the adoption of a dpcm that will identify the activities excluded from the obligation.

The initial draft of the decree provided for the obligation to have a reinforced Green pass for all these activities, but the League got sideways in the Council of Ministers by threatening not to vote on the text and a compromise was reached. Up to now, it should be remembered, in all the activities mentioned above, the “basic” green certificate was not even needed.

SMART WORKING - The press release at the end of the Cdm also states that the ministers of the Public Administration Renato Brunetta and of Labor Andrea Orlando have also adopted a circular aimed at public administrations and private companies to recommend maximum use, in the coming weeks, of flexibility provided for by the contractual agreements on the subject of agile work.

THE WORDS OF DRAGONS AND HOPE - "Today's measures want to preserve the proper functioning of hospitals and, at the same time, keep schools and businesses open". With these words, the premier opened the Council of Ministers. "We want to curb the growth of the contagion curve and push Italians who have not yet vaccinated to do so. We intervene in particular on the age groups that are most at risk of hospitalization to reduce the pressure on hospitals and save lives," he added.

"The choice we are making is to restrict the area of the unvaccinated as much as possible, because it is the one that causes a health burden on our hospital systems", said Minister Speranza at the end of the CDM, underlining that to date "the 2 / 3 of the ICU patients and 50% of the patients in the ordinary wards are unvaccinated ".
