For drunk and drug addicts driving, but also for those who use their cell phones behind the wheel, there will be zero tolerance.

The Council of Ministers has given the green light to the road safety bill and the delegation for the reform of the Highway Code, which also imposes a squeeze on novice drivers: they will not be able to drive supercars for the first three years (the current limit is one) . This measure was introduced in the wake of the dramatic accident in Rome involving young youtubers. The new code also includes rules for scooters and for the safety of cyclists.

The aim is to combine sanctions and prevention. A delegation to MIT is also expected to review the entire system of traffic fines and penalties.

"In the highway code we have included road safety education, prevention, checks and then heavy penalties for those who make mistakes, reaching the revocation of the license for life for repeat offenders" while there will be the "revocation of the license up to three years for those who drive drunk or under the influence of drugs», explained the Minister of Transport and Infrastructure Matteo Salvini.

"The message is very clear: if you kill yourself on joints, take drugs in the disco or sniff in your spare time and get behind the wheel, lucid yes or lucid no, I will withdraw your license and up to three years you will never see it again". Salvini specified at the press conference after the CDM.

The text is made up of 18 articles and the first title is dedicated to contrast measures for those who drive drugged or drunk, with particular attention to repeat offenders. In general, no adjustments to the current alcohol limits. Zero BAC, on the other hand, to get behind the wheel if you have already been convicted of driving while intoxicated and the obligation to mount the alcohol lock on the car, the device that prevents you from starting if the BAC exceeds zero.

For those who use drugs, it will not be necessary to prove the alteration, in fact once stopped it will be enough to test positive for the rapid test to trigger the revocation of the license and the prohibition to obtain it for three years. u

A minor who drives without a license and is drunk or on drugs will not be able to get a license until he is 24 years old.

Restrictions on the use of mobile phones while driving or for those who go against traffic: in these cases, the short-term suspension of the license from 7 to 20 days is triggered if you are not a "virtuoso" of the road and you have less than 20 points on your licence.

The new code also provides for more guarantees for cyclists, "who will be protected especially in the event of overtaking", in fact it will be mandatory to keep a distance of one and a half meters when overtaking a bicycle.

In the text there is also space for rules on scooters: license plates, insurance and the use of a helmet are mandatory. Anyone traveling without insurance is subject to a fine of between 100 and 400 euros, while anyone traveling with a scooter without turn signal lights and brakes on both wheels is subject to a fine of between 200 and 800 euros. Furthermore, electric scooters rented in Italian cities must be equipped with a mechanism that blocks them if they leave the permitted areas.

The bill also includes changes regarding the safety of railway level crossings, new penalties for prohibited parking, new rules on restricted traffic areas and "clarity" on speed cameras: the tools must be approved to avoid scams. The safety car also enters the road in the event of accidents to slow down the vehicular flow and prevent new ones. Last but not least, road safety education: a two-point bonus for kids who have attended safety courses at school.
