The International Criminal Court has issued arrest warrants for former Russian Defense Minister Serghei Shoigu and Chief of Staff Valery Gerasimov . You can read it on the Court's website.

The charges are those of "war crimes" and "crimes against humanity".

«The two arrest warrants – explains the Court – were issued following requests presented by the Prosecutor's Office. Pre-Trial Chamber II found that there are reasonable grounds to believe that the two suspects are responsible for the missile attacks carried out by the Russian Armed Forces against the Ukrainian electricity infrastructure from at least 10 October 2022 until at least 9 March 2023. During this period of time, the Russian armed forces have carried out a large number of attacks against numerous power plants and substations in multiple locations in Ukraine."

Furthermore, it is added, «Preliminary Chamber II considered that there are reasonable reasons to believe that the alleged attacks were directed against civilian objectives and that, for those installations that could be classified as military objectives at the time of the facts, the incidental civilian damages expected would have clearly been excessive compared to the expected military advantage."

Moscow's response is ready, via the National Security Council , of which Shoigu is now the secretary, according to which the arrest warrant issued by the International Criminal Court is part of the "hybrid war" waged by the West against Russia.
