The government of Germany has given the green light to legalize cannabis, passing a bill that allows those over the age of 18 to purchase and possess up to 25 grams of the substance. It will also be possible to grow up to three plants for personal use.

The law, which will have to be discussed and voted on by Parliament, provides that legalization is accompanied by a prevention campaign aimed at young people.

The provision launched by the executive led by Chancellor Olaf Scholz provides for the creation of non-profit associations whose members, limited to 500, will be able to cultivate the plant for their own consumption under the supervision of the public authorities.

These, called "Cannabis Social Clubs", will have a regulated activity and will be able to provide their members with 25 grams per day, with a maximum of 50 grams per month. For young people between 18 and 21, the monthly limit will be slightly lower, 30 grams.

Cannabis consumption will have to take place outside the facilities and will be prohibited within 200 meters of schools, playgrounds, sports fields and youth associations.

The law follows in the footsteps of Malta and Luxembourg, which legalized recreational cannabis in 2021 and 2023 respectively.
