Armed robbery, drug trafficking, and stalking and serious crimes against the public administration, involving Selargius councilor Luigi Gessa.

On these charges, the police, during a complex judicial police operation, applied precautionary measures against 14 people: eight were held in prison, five were placed under house arrest with the use of an electronic bracelet, and another suspect was required to report to the judicial police.

The restrictive measures were issued by the investigating judge, at the request of the District Anti-Mafia Directorate, which shared the investigative findings of the Flying Squad.

In addition to councilor Luigi Gessa, those arrested included Cristian Bibbò (from Assemini), Michela Galioto (from Selargius), Daniele Loddo (from Selargius), Fabio Melis (from Selargius), Pier Paolo Orrù (from Assemini), Angelo Saba (from Cagliari), and Giovanni Vacca (from Selargius).

Cristian Carreras (from Quartu), Antonella Damu (from Quartu), Giuseppe Floris (from Monserrato), Elisa Portas (from Quartu), and Emmanuele Saba (from Selargius) are under house arrest. Serafino Olianas (from Cagliari) is required to sign in.

The robbery


The investigation began after an armed robbery committed in Assemini in August 2023 involving a person with a criminal record . A group of four adults and a minor stole €60,000 in cash, as well as a large quantity of narcotics.
Subsequent investigations, conducted through wiretaps and computer conversations, revealed the existence of a structured criminal organization dedicated to the procurement and distribution of drugs in the Cagliari area. The organization had clearly defined roles and a stable network of individuals with criminal records or no criminal record, including minors.
An organization was outlined , led by two promoters who directly managed drug trafficking, overseeing both retail dealing activities and the sale of larger quantities destined for other pushers in the metropolitan area.
The organization supplied the drug dealing centers of Cagliari, Selargius, Quartu, and Assemini with marijuana, hashish, and cocaine, using proven operating methods. The promoters coordinated the procurement, distribution, and collection of proceeds. This drug trafficking operation would have generated extremely high profits, as evidenced by the repeated seizures of large sums of money and the extensive network of documented transfers, with the Selargius center identified as the stable epicenter of retail dealing.

Stalking and intimidation


Although he appears to have no connection to drug trafficking, the picture that has emerged regarding the conduct of Luigi Gessa, a council member of the Selargius council, is particularly alarming. This behavior culminated in the burning of his ex-partner's car, which had also been the victim of the malicious destruction of two other vehicles in other circumstances.
The investigations documented, the statement reads, "a progressive and serious escalation of violence, abuse, threats, and defamation, confirming the suspect's high level of dangerousness. In addition to ordering the arson, he allegedly provided the perpetrators with instructions for a burglary or robbery involving the same victim, an event averted only thanks to the timely intervention of the Flying Squad investigators."
At the same time, "the investigations have revealed a complex and systematic pattern of crimes against the Public Administration, characterized by a distorted and personalistic use of public office. The local administrator allegedly exploited his institutional role to impose undue pressure, influence the actions of private individuals, and influence administrative decisions in violation of the principles of legality, impartiality, and proper administrative conduct."
According to the findings, "the suspect allegedly subjected officials and managers of a waste disposal company to a climate of intimidation, imposing undue hiring and conduct, with the threat of financial repercussions. These actions were not carried out with the company's opposition. At the same time, repeated incidents of illicit use of public resources and services for personal gain, in disregard of municipal regulations and rules protecting the public interest, were documented. The investigations also uncovered corrupt practices, consisting of receiving financial benefits in exchange for the omission of required actions and the failure to exercise supervisory powers."

The thousand euro bribe

In one of the most significant phases of the investigation, "in October 2024, the Flying Squad documented the handing over of €1,000 in cash by a businessman to a public administrator, allegedly as compensation for engaging in conduct contrary to official duties, aimed at avoiding the reporting of environmental violations attributable to a commercial establishment. " The picture that emerged "reflects the image of public administration bent on private interests, characterized by repeated conduct, disregard for the rules, and systematic violations of official duties, deemed by the Judicial Authority to be of particular social concern for the purposes of adopting precautionary measures."
The operation was carried out with the support of personnel from the Flying Squad, the Flying Squad, the
Police stations in Quartu Sant'Elena, Carbonia, and Iglesias, the Sardinia Crime Prevention Unit, the Flight Unit, and the canine units.
