Lastly, we also had to learn, through the leader of "Sardigna Natzione Indipendentia" himself, that the fate of the San Francesco di Nuoro hospital was, and is, sadly marked, since it was already "planned" upstream, in perfect and guilty silence, from "regional health policy": from hospital to outpatient clinic without going through the proverbial "way", as if to underline, meaning negative connotations, the irrelevance, and / or worse, the low incidence, of such a measure made on the life of an entire community.

Well. Without wishing to legitimize in any way conspiracy readings of little value regarding the factual situation that has come to be determined with the inexorable passing of the years, it is however undeniable that even understanding what the underlying "design" may be may not be an operation of immediate intelligibility. . Unless you want to surrender to a purely practical observation. That is, precisely, that by inducing to correlate the phenomenon connected to the non-existent functional and structural efficiency of the local health system with the constant process of anthropic desertification which, in turn, has condemned, and still condemns, vast areas internal areas of the Island, leaving them inexorably exposed to abandonment and neglect, and which probably seems to be the cause and effect of the progressive impoverishment of essential services, including health services, wants to pursue the intent of a "project" (at least so it would seem to be) with an ancient flavor and which would aim to favor the large metropolitan centers of the island.

If this, therefore, should be the intentionality of the island's ruling class, then, as citizens, and as voters, we will have to ask ourselves rather serious questions with respect to the question of strict compliance with the tacit representation agreement, evidently betrayed in practice. the political action undertaken and its direct and indirect effects on the future structure of the territory included in the reference perimeter. And if this were really the state of the art, so to speak, then we must first learn to rediscover the value, and the emblematic and significant function of the "Municipal Conglomerate" in its vast articulations and potential that certainly must be rediscovered, with all due respect to the cagliari-centric regional policy, and expressly recognized with a view to a functional and conscious management of a variously articulated territory that requires targeted interventions, not always homogeneous, suitable for guaranteeing good governance.

The speech would be too long to conduct analytically, but it is enough to consider, even if only marginally, the power of undisputed "claim" that the municipalities concerned, in the person of the mayor in office, have towards the regional government level and that, at the state is valid to legitimize the decided intervention, in the specific case, of the Nuoro first citizen, Andrea Soddu (accompanied by the no less heartfelt and contextual appeal launched by the Councilor in force in the Democratic Party Roberto Deriu, and by the young Pierluigi Saiu, in force in the League , President of the Autonomies Commission) who with fierce determination took on the burden and honor of carrying out a dutiful battle for dignity to protect the citizens he represents. By saying it otherwise, and more clearly, if the regional government does not appear able to equally and equally ensure the interests of the territory in its entirety and / or to satisfy the most elementary needs of the various communities established there, and although to the Municipalities, as such , the organization and management of health services in and of themselves considered is not entrusted, however, this does not at all exclude that a mayor, such as the one from Nuoro, can deal with, and with awareness, given the so-called "proximity principle", the health of its associates, unfortunately severely annihilated by a corporate development and management model that has ended up definitively compromising any form of democratic governance of the social and health plan.

Meanwhile, because, if the decisions of regional policy appear today to be conditioned by the indifferent and cold logic of profit, then, probably, those same decisions would have been taken in total prejudice, and to the detriment, of the general interest in relation to the characteristics and morphology of the territory. Therefore, because that same regional body, so distant from the general context that it should represent and protect, does not seem to have taken into due consideration the impact that basic medicine, of purely territorial importance, could have, and still could, exercise, in the health management of those same internal areas that they would like to "eliminate" as they are unable (but this is all to be seen) to produce wealth.

Finally, because, continuing to exploit the legitimate reasons and the growing discomfort of entire communities, culpably left at the mercy of their destiny as hindered and impeded in the concrete exercise of their right to access any form of care and assistance, represents an unforgivable omission of the implementation of the health equipment that should have inspired the ruling class, and which, especially during the pandemic emergency, should have characterized, first and foremost, the action of the regional government.

It does not seem necessary to bother Lapalisse to understand the pressing need to operate in the sense of a concrete inversion of the trend that is a prelude to a different and less bureaucratic attitude with respect to the need for health protection, the pursuit of which presupposes, first of all, the strengthening of personnel. health and social. The local community seems to be perfectly aware of all this, and we therefore have only to trust the action and intervention capacity of Nuoro politics at various levels.
