Project financing in Sassari is a tool to attract private investors and expand the supply of properties for public services and social housing.

The municipal administration has given the green light to the intervention formula by accepting , with a council resolution presented by Giuseppe Masala, Councilor for Planning, the request from a business operator aimed at obtaining data and information useful for formalizing a proposal for a public-private partnership.

This proposal stems from the Palazzo Ducale's desire, as expressed in the Single Programming Document, to pursue urban regeneration and combat depopulation in the historic center. Specifically, regarding real estate assets, the document emphasized that "the ambition is to enhance them by encouraging their sale, disposal, leasing, or concession to implement urban regeneration projects."

Without increasing land consumption, and instead encouraging the reuse of existing land, the goal, it is claimed, is to "reconnect and redevelop built-up areas with green spaces." This mission has attracted the interest, according to the Municipality, of "major national and international operators" who "have expressed their desire to invest in Sassari's historic center."

The resolution emphasizes the intent: "To carry out building renovation projects, with a particular focus on social housing and the repurposing of public office buildings." However, project financing, and a potential detailed proposal along these lines, requires the acquisition of the necessary data and information, as was the case in this case. However, the municipal administration points out, this does not automatically lead to the launch of a tender process nor does it require Palazzo Ducale to issue a declaration of feasibility.

"The public-private partnership ," states Mayor Giuseppe Mascia, "can represent a suitable tool for ensuring the provision of private capital and management expertise to pursue our goals, which are both ambitious and complex." Councilor Giuseppe Masala concludes: "Recognizing the public interest in the expression of interest submitted by the economic operator, we have instructed the Director General to coordinate the collection and publication, in the "Transparent Administration" section of the institutional website, of the data, information, and technical documents necessary to enable all interested operators to prepare a formal project financing proposal."
