Abbanoa drastically reduces water distribution in Silanus, creating severe inconvenience among the now exasperated population, also due to the high temperatures. Hence the sensational intervention of the mayor, Gian Pietro Arca, who in a letter lashes out against the Abbanoa leaders.

«In many municipalities, including the one I represent - he writes among other things - there are significant losses of water, due to the obsolescence of the pipes, which if adequately collected could supply many families for entire weeks». Arca immediately goes on the attack, calling Abbanoa's leaders into question: «If a mayor were to govern his own municipality as Abbanoa is being administered, which gives the impression of acting in an impromptu and approximate manner, there would, rightly, be an uprising popular to force him to resign."

According to the mayor of Silanus, Abbanoa would instead act in a way that is totally contrary to the practice of saving water, despite requests for the replacement of the pipeline which is present in particular in an important street of the town. «Despite the reports, we continue to intervene on that conduct in a partial and non-definitive manner - writes the mayor - with the result that the water leaks appear again after a short time, with the road being irremediably damaged, worsening the state of an already compromised road network that does not have the possibility of redeveloping due to the limited financial resources available". The mayor asks that an intervention be carried out immediately, planned and agreed with the municipal administration, in order to put an end to and resolve the problems that are exasperating the population.
