Muravera risks losing a PNRR funding of 400 thousand euros due to the national IT problem that blocked the central purchasing body at the end of January this year.

Uncertainty weighs heavily on the fate of the funds for maintenance and energy efficiency works at the primary school on Viale Rinascita in Muravera.

The administration led by Mayor Salvatore Piu and the technical office had respected the timetable foreseen to access the sum necessary to start the works, despite the new rules of the Procurement Code, which came into force on 1 July last year, having changed some procedures, making it impossible to generate the Tender Identification Code and the correct conclusion of the procedures.

It all started on November 8, 2023, when the City Council assigned the task of designing. On January 8 of this year, it approved the feasibility project of the works, while the executive project was approved with a resolution of the head of the Technical Service on January 18.

"On January 24 of this year, within the deadline," says the mayor, Salvatore Piu, "our offices uploaded all the tender documents to the Central Single Procurement Office but the national IT block did not allow the release of the tender identification code, which is necessary to proceed with the final award. Obviously, we did not stop and the unsuccessful attempts continued in the following days."

On January 26, "and in the following days, official communications were sent to the Ministry of the Interior that manages the financing practices, in which the problem that we and many other municipalities have encountered was represented. However, we have not received any response."

The obtaining, on February 5, of the long-awaited Tender Identification Code has however unblocked the procedures and on February 13, at the end of the tender, the company was awarded the works. Everything resolved? No, because there were no responses from the Ministry of the Interior. Moral: no works, at least for the moment.

"We have not received any official notification for the loss of funding. Of course, the terms, even if for a few days, were not respected, certainly not due to the fault of the Municipality but due to causes independent of our actions, but the cause lies in the IT problem that has created problems not only for us but for Municipalities throughout Italy".
