More public and private security cameras connected to operations centers. But also a greater exchange of information. This is to combat petty crime. But also drug dealing prevention, actions to combat gender discrimination, juvenile delinquency, the fight against illegal commercial activity , nightlife management, measures to curb the infiltration of crime into commercial activities, and the fight against illegal construction and property occupations.
The urban security pact signed between Cagliari's mayor, Massimo Zedda, and outgoing prefect, Giuseppe Castaldo, covers numerous points. This two-year agreement implements measures to address the (real and perceived) insecurity of Cagliari's residents.
The agreement, approved by the Ministry of the Interior and developed in compliance with the provisions of the Italian Data Protection Authority, marks a new collaboration between the police force, local police, and the Municipality in various areas of intervention.
The document emphasizes the need to further enhance existing video surveillance systems to create an integrated network of systems available to police forces for public order and judicial enforcement purposes.
In addition to the implementation of municipal systems , the launch of "private projects involving technologically advanced video surveillance systems, equipped with video analysis software for active monitoring, is planned . This involves sending alarm signals from the control rooms of local security agencies to police headquarters."
The Municipality "is committed to promoting awareness-raising activities for citizens and improving public lighting, as well as promoting meeting places and opportunities for citizens in the most at-risk areas. All of this follows an integrated approach aimed at urban safety, well-being, and the peace of mind of its citizens."
Drug dealing areas must be marked to allow law enforcement to intervene.
The Prefecture is responsible for coordinating the activities of the police forces to ensure a more effective fight against criminal activity, "including through joint services with the assistance of the local police and using the results of the georeferencing of crimes."
The parties "intend to pay maximum attention to nightlife, a phenomenon which, if not appropriately addressed through controlled management, risks negatively impacting safety and peaceful civil coexistence." For this reason, the mayor will adopt ordinances that will address the most critical areas.
With regard to the illegal occupation of buildings, the Municipality and the Prefecture "undertake, within their respective spheres of competence, to continue their action to combat the phenomenon of arbitrary occupation of buildings and to identify an administrative procedure aimed at reducing, within a reasonable time, the number of properties already occupied, while still guaranteeing the necessary assistance interventions for people in fragile conditions."
By decree of the Prefect, a permanent control room will be established, "responsible for constant joint monitoring of the results."
