Almost total abstention in Cagliari by lawyers who joined the first of three days of national strike called by the Union of Italian Criminal Chambers against the security decree passed by the Government. This morning almost all the hearings scheduled in court were skipped , except those with prisoners or with the risk of prescription as provided for by the abstention regulation.
The reasons for the protest were clarified by the president of the Cagliari Chamber of Deputies Franco Villa , who participated in a debate in the library of the Bar Association at the Palace of Justice. "This decree - he reiterated - represents a serious abuse of emergency decrees, adopted in clear absence of the constitutional requirements of necessity and urgency . The measure, strongly criticized by Italian criminal lawyers, introduces useless criminal offences, increases penalties in a disproportionate and unjustified manner , provides for irrational aggravating circumstances and further limits the application of alternative measures to detention ".
