Healthcare, green light for reform amid controversy

The bill to appoint all health companies as commissioners is law . The text was approved by the Regional Council with 33 votes in favor (16 against) . But the Executive will not be able to replace the general managers before the Finance Act is passed . Therefore, it will be discussed again in April. In any case, the Executive has 45 days from the entry into force of the reform.
In the final phase of the debate, the Health Councilor Armando Bartolazzi, « the commissionership is the last of my thoughts. I am pragmatic. The bill is the starting point . The prevention departments, for example, serve to reduce waiting lists. Prevention means avoiding that people in the territories invade the emergency rooms».
To justify the commissioners, the reform has brought about a series of changes to the organization of the regional health system . The most important ones concern the mergers of the Microcitemico from the ASL 8 of Cagliari to the Arnas Brotzu (despite the strong opposition of the Antonio Cao staff) and of the Marino Hospital of Alghero from the AoU of Sassari to the ASL 1. Controversy over the role of Ares, the regional Health Authority in which many functions are centralized. Too many, according to the minority, to the point that there is a strong risk of the provision being challenged before the Constitutional Court.
Another measure that has caused discussion is the establishment of regional centers and departments for prevention, mental health and addictions . The center-right believes that they are not free of charge, as they should be when, as in this case, the Region does not have an approved budget. And for this very reason it has renounced participating in the vote on these amendments. Green light also for the children's hospital and the start of the process of recognition of an IRCCS for the treatment of rare diseases.
Alessandra Todde was absent from the Chamber . The minority rapporteur Antonello Peru nevertheless addressed the President of the Region: «An ineffective and content-free text, useful only to consolidate party interests». Angelo Cocciu of FI pointed out that in the last legislature «we kept the general directors we found in office until their natural expiration».
