«In order to announce something, the Todde administration presents as novelties already planned investments and resources that still require discussion with the Ministry in order to be used» .
This is what regional councilors Paolo Truzzu and Corrado Meloni of the Brothers of Italy party affirm.
"The €520 million in the title is a decoy ," states Corrado Meloni, "because it's a sum of different items. The €21.2 million from PanFlu is a ministerial fund for the inter-pandemic phase: it's used to stockpile protective equipment, masks, reagents, and whatever else is needed in the event of a pandemic, not to finance hospitals or technology. The €47.5 million is already tied to recovering the PNC funding for the seismic assessment of the two university hospitals, and the press release doesn't mention this. This leaves €451.5 million in residual resources, not new ones, which the President had already earmarked a year ago for the new children's hospital, a €350 million project," Meloni concludes. "It's paradoxical," adds Truzzu, "that the President presents these resources as if they were immediately spendable when the priority criteria and Program Agreements to be signed with the Ministry of Health are lacking."
"Today, in fact, there is no list of interventions, nor a timetable, nor a single signed agreement: there is a resolution that sets a process in motion," Truzzu continues. "We ask President Todde, interim Health Councilor, to clarify how many of these funds are truly new and free, how many have already been committed, and how many are earmarked for the children's hospital, and to indicate specific timeframes for the Program Agreements and the PanFlu Plan. Sardinians expect construction sites and services, not the same announcement repeated over and over again or resolutions that remain on paper," Truzzu and Meloni conclude.
