"Too many people without homes and too many homes without people": the summary of the situation of the public housing managed by Area in Cagliari is summarized in the words of the councilor for Social Policies, Anna Puddu, during the presentation of the memorandum of understanding signed with the regional agency to try to address the housing emergency in the city: a plague.
Three operational and concrete actions constitute the core of the document: the shared mapping of the real estate assets present in the territory of Cagliari, its continuous updating and the activation of all the necessary measures to proceed quickly with extraordinary maintenance interventions to guarantee their prompt assignment.
The document represents "a first step towards the publication of the call for assignment and mobility expiring next month with the aim of making the right to housing, often denied, enforceable", underlines Councillor Puddu, signatory for the Municipality: "The signing of the memorandum of understanding, which involves Area and the municipal services of Social and Housing Policies, Public Works and Local Police, will allow for a precise monitoring of Erp housing in the city, many of which have been walled up for years, with the aim of allocating them to those entitled to them".
According to the latest findings, there are over 800 families waiting for accommodation.
Among the aims of the protocol, in addition to overall monitoring, there is the creation of IT tools for the joint management of information flows relating to the use and occupancy title of individual housing units: «The creation of an inter-institutional project unit», continues the councilor, «is a specific desire of the administration, with the aim of remedying a situation that has been neglected for years: housing hardship in the city of Cagliari represents one of the largest social emergencies due to the lack of structural policies in the public housing sector and the absence of a national planning and reorganization plan».
"The protocol," explains Matteo Sestu, sole director of Area, "marks a change of pace for Area in terms of collaboration with local authorities. We are starting a phase in which the agency becomes collaborative: it is worth remembering that Area is responsible for almost 50 percent of the public residential buildings in the city, but the Municipality is the first entity that manages to reach the needs and requirements of users. Collaboration in this sense is a fundamental step in responding to the needs of the territory."
Sestu then added: «There are publicly owned accommodations that are used as B&Bs and holiday homes, on which we need to intervene».
