The new noise abatement plan of the Municipality of Cagliari does not satisfy traders. The alarm comes from the trade unions Fipe Confcommercio Sud Sardegna, Confesercenti, Confartigianato, Filcams Cgil, Fisascat Cisl, Uiltucs, according to which «it will penalize the sector, with a decrease in pay slips, less productivity for the activities and no benefits for residents and owners of the premises, without any resolution for bad nightlife". For this reason, "an urgent meeting with the mayor and the entire City Council " was requested .

The plan - for example - in the Marina district provides for the stop of outdoor administration - previously set for 3am - at 1am, with a consequent reduction in the capacity of the premises and the number of tables . In the neighbourhood, the area studied is that between Piazza Savoia, Piazza Santo Sepolcro and Via Dettori and a crowding index of the surfaces intended for food and drink serving activities of no more than 0.8 people/m2 is taken into account. A choice that leads to a clear cut in customers and activities - consequently - tables, as well as staff. «Among the first requests is that of a technical table that explains the ASL regulations to us well , because the imposed rule risks ruining the activities without bringing any benefit, especially at certain times», say the employers' associations.

The plan was approved in April 2021. The lawyer Nicola Ibba , lawyer for Fipe Confcommercio Sud Sardegna, had presented an appeal to the TAR contesting the findings of the plan which dated back to 2016-2017, therefore the Municipality had decided to launch new findings. Between September 2022 and September 2023, all the surveys were redone, and the Fipe Confcommercio Sud Sardegna was convened at the end of November. On that occasion the communication: the plan would be brought to the commission to be reapproved. On 15 December, before the commission's summons to the trade association, the lawyer Nicola Ibba presented a request for access to the documents to Arpas and the Municipality, asking to have a copy of all the complaints received by the Municipality and presented by residents linked to nightlife and all the findings made by Arpas, to participate in the commission's work and present observations and the point of view of the operators.

A new summons arrived on 8 January, with access to the documents remaining at a standstill. «We were told that we will have the documents in hand on March 15th, even though by law no more than 30 days must pass. Two months have passed and perhaps the documents will arrive within 90 days instead of 30." The unions are waiting for a meeting with the mayor: " We don't want to carry forward the noise abatement plan as it is but we want to make some changes that we cannot present at the moment because we don't have the required documentation."
