Appeal to Mattarella by ASL managers removed from the Region

The general directors of the local health authorities (ASLs) ousted (illegible) by the Todde administration are appealing to Sergio Mattarella: six of them have filed an extraordinary appeal with the President of the Republic against "the selection process for the selection of suitable candidates for the appointment" of health authority managers, announced in September 2025. This process resulted in the lists from which the names to fill the remaining positions at the Cagliari, Sassari, and Gallura local health authorities will be drawn. A new legal hassle, therefore, is brewing while President Todde is still negotiating with the Democratic Party to close the loop on the positions still to be filled: the most highly regarded professionals are Joseph Polimeni, Thomas Schael, and Paolo Zappalà. But it's not out of the question that a newly appointed DG could be transferred to make room for those left out.
The new front of conflict is being opened by Marcello Tidore, Marcello Acciaro, Giuliana Campus, Giorgio Carboni, Agnese Foddis, and Simonetta Cinzia Bettellini. Until last spring, when the commissioners were appointed, they were managers of the Cagliari, Gallura, Sulcis, Medio Campidano, Brotzu, and Areus local health authorities, respectively. Through their lawyer, Matilde Mura, they have challenged the call for applications to select their successors. They argue, in short: the appointment of a commissioner was unlawful from the outset, and the Constitutional Court struck it down because it was not linked to a necessary reform of the healthcare system. Therefore, all the legal grounds on which the new selection is based have been invalidated. The appeal has been submitted to the President of the Republic, and the Council of State will decide on the merits.
Another open front while Villa Devoto and the Regional Council await the outcome of another appeal. This one was filed by Flavio Sensi before the Regional Administrative Court, also challenging the appointment of a commissioner. The former manager of the Sassari Local Health Authority was the only one to act before the deadline. The hearing took place yesterday, and the Administrative Court's ruling is expected shortly.
