Former Alghero mayor Mario Conoci weighs in on municipal resolution no. 2695, regarding the call for a consultancy assignment related to the future prospects of the Primavera Kennel, and raises a series of questions about how the required professional qualifications were identified. The assignment carries a compensation of €30,000 per year and includes the possibility of a continuation for up to a total of 36 months. According to Conoci, certain passages of the agreement merit further investigation. They refer, as he writes in a note, to "specific and rare professional qualifications," issued by bodies accredited by Accredia in the advanced dog training sector, and also provide for the possibility of proceeding "without a university degree."
Conoci wants to see clearly. "First I want to verify dates, documents, and sources," says the former mayor, announcing his intention to reconstruct the investigation process followed by the Municipality to define the required profile.
"If an administration creates a public notice with such specific requirements, it must be able to explain who identified them, when, and on the basis of what investigation," Mario Conoci insists. Another point concerns the internal review conducted by the Municipality, which concluded with no applications. For the former mayor, "an internal notice that went unresolved in the middle of August does not automatically demonstrate the objective impossibility of using internal expertise."
