The discussion on taxation continues within the majority of the government.

The table on tax cuts at the Ministry of Economy and Finance, convened by the head of the dicastery Daniele Franco, has been updated to date.

At the center are the hypotheses on the use of the eight billion euros envisaged in the maneuver to reduce the tax burden on Italians.

Different paths can be taken: the Treasury presented six options to choose from (two on Irpef , two on deductions and two on IRAP), complete with simulations to estimate the different impacts.

The subdivision between personal income tax and regional tax on productive activities is still being defined, even if the possibility of allocating at least six billion to the IRPEF cut and two billion to the IRAP one is becoming more and more clear.

As for the first, the ministry technicians worked on simulations to adjust two rates, one at 38% and one at 27%. Cutting the first point, relating to incomes in the 28-55 thousand euro bracket, costs about one billion euro, while to cut one point in the second, which concerns incomes between 15-28 thousand, it takes two billion.

Two interventions are also hypothesized for IRAP: to meet smaller companies, we will discuss both the abolition of the tax on partnerships and sole proprietorships, and the idea of setting a production threshold under which the 'exemption.

In the meantime, Istat has carried out a study in which it is expected that, if all the funds were allocated to the decrease in the tax wedge on labor, household income would grow by 0.71% compared to 2020, while if resources were concentrated on wages the tax burden would be reduced by 1.6%.

While the parties are discussing the division of resources, the president of Confindustria, Carlo Bonomi, made it known in a hearing to the Senate and House Budget Committees that "eight billion is few" and that "at least 13" would be needed for a "strong contribution cut. of the tax wedge ".

The CGIL, on the other hand, said it was opposed to the reduction of IRAP. "The budget law contains many measures in favor of companies: over 10 billion euros", so the resources must be directed "to workers and pensioners", declared the deputy secretary general of the CGIL, Gianna Fracassi.
