A tightening of the highway code is coming, with new rules that will affect motorists but also cyclists and scooter drivers.

The examination of a new bill in Parliament will begin by the end of the month, as announced by the Minister of Infrastructure and Transport, Matteo Salvini, during a question time in the Chamber.

In the foreground is the contrast to driving under the influence of alcohol and drugs. Among the new features is the alcohol lock , a device which, in the event of a conviction for driving while intoxicated, will be mandatory to install in the car and prevents the engine from being started if the blood alcohol level is above zero . But also the so-called "life imprisonment of the driving licence" which will provide for the withdrawal of the permit for life.

Rules are also on the table for the so-called soft mobility (bikes and scooters) with mandatory helmets, insurance, license plates and arrows : those who drive a two-wheeler or a scooter then risk heavy penalties for wild parking and for driving against traffic .

Again: a draft ministerial decree on speed cameras is envisaged, which would already be ready pending the approval of the provision on road safety and which will define the conditions for the installation and use of uniform control devices in all Municipalities with certain rules and right to defense for citizens .

Responding to another question, Salvini then indicated his intention to approve the national airport plan by the end of the year and forcefully reaffirm control over the sector and supervision over ENAC to ensure the highest standards of transparency, effectiveness and efficiency. "Unfortunately it hasn't always been like this in the past, we are working to make it like this in the present and in the future," he said.
