The Chamber approved, in second and definitive reading, the inclusion of the principle of insularity in the Constitution, for which Sardinia had been fighting for years in order to add a new paragraph to Article 119: "the Republic recognizes the peculiarities of the and promotes the measures necessary to remove the disadvantages deriving from insularity ”.

The daily disadvantage faced by those who live on an island was recalled in the classroom in the various interventions, many of which underlined the fact that Sardinia is a separate case, "isolated in the center of the Mediterranean".

The intent is, in fact, to "bridge the difference between the territories" to put all the Italian regions on the same level, guaranteeing the same opportunities.

Regarding the explanations of vote, Salvatore Deidda (Brothers of Italy) took the floor recalling the important role played by the promoting committee, "many are present in the stands today", and the figure of Roberto Frongia , "who would be happy to be with us to celebrate ". Transport, another point examined, “has exorbitant costs for residents and for emigrants who would like to see their loved ones at least once a year”.

Ugo Cappellacci (Forza Italia), who began with a "salude a tottus", recalled the importance of recognizing the island's nature for the future of Sardinia, as did Romina Mura (Pd), who spoke of "one of the base "to define the standard needs of the territories".

Mario Perantoni (5 Stars) reiterated the strong imbalances affecting Sardinia from an economic and infrastructural point of view, with the consequences of insularity which are reflected in the employment and choices of young people who choose to leave the island. And he clarified that, for example, the poorest province in Italy is that of Sulcis Iglesiente.

Guido De Martini (Lega) retraced the aims of this constitutional amendment and its parliamentary process. The term "insularity" must not be interpreted only in a negative sense, but as a container of specificity also of a historical nature, said De Martini. "It can only be the state that eliminates the obstacles" to put all regions on the same level. The bond of the Sardinians to Sardinia, he stressed, "is inexplicable for those who are not Sardinians". “They have a value that is called sarditude, which is above all other”, and he concluded his speech with “fortza paris”.

Giusi Bartolozzi (Mixed) - For the Sicily region, Bartolozzi recalled the costs of insularity for his region and for Sardinia, and the resolution approved at European level.

Emanuela Corda (Mixed) - “I'm sorry to say that Sardinians have not been treated well in the last two years: during the pandemic many Sardinians were secreted in Sardinia without the possibility of moving. The principle of insularity is good, but when you have to deal with citizens you forget that you are Italian and Sardinian ”.

The rapporteur Roberta Alaimo (Together for the future) thanked everyone for the work done: “Today we vote for a commitment for the future”.

In the vote on the bill, 412 votes were in favor, none against, one abstention. The result was met with great applause. Insularity is law.
